Rural Riddle: Do Jobs Follow Broadband Access?

(Washington Post. 23/4/2009) President Obama has touted broadband as a means toward transforming rural and low-income areas, setting aside $7.2 billion in the stimulus plan to help create jobs and close the "digital divide." He has been joined in his support by a chorus of countries, including Australia, which recently said it would spend $31 billion laying fiber and other networks to get ahead in an emerging high-tech global economy.

Despite the support for publicly funded broadband networks -- and the push by private companies to jump into the fray -- some have questioned whether bringing high-speed Internet has a direct effect on jobs and the economy.

Many high-tech companies have heralded a January report by the Information Technology and Innovation Foundation, a research organization, that stated that an investment of $10 billion in broadband networks across the country would create nearly 500,000 jobs, including the hard-hat jobs digging trenches and laying fiber lines. Other positions would come from businesses that rise from high-tech innovation and better productivity, the report said.

But some economists have questioned such predictions, saying that bringing high-speed Internet to rural areas is much more complicated.

Panamá: Acortando la brecha digital en áreas rurales

Para nadie es un secreto que, mientras en las zonas urbanas cada vez son más las personas que con mayor rapidez utilizan cotidianamente los medios de comunicación electrónicos e internet, en las áreas rurales la brecha digital aún no se acorta con la misma celeridad. Peor aún factores como la falta de acceso a computadoras e incluso la carencia de energía eléctrica suelen utilizarse como excusas para justificarlo.

Afortunadamente, esto pronto podrá cambiar en Panamá, gracias a una serie de iniciativas dirigidas a llevar hasta las comunidades más remotas herramientas tecnológicas que contribuyan a elevar la calidad de vida de las familias e impulsen el desarrollo sostenible.

De estos proyectos, uno que muy pronto se pondrá a disposición de los productores agropecuarios es la Red del Campo, que, más que otro sitio web en Internet, se trata de una novedosa herramienta que permitirá a los productores adquirir en un solo lugar de manera más fácil, rápida y eficiente, información veraz, confiable y precisa sobre agricultura, ganadería y del quehacer rural en general.

Este conjunto de servicios integrados que la Red del Campo pondrá a disposición de los productores agropecuarios de manera gratuita es el resultado del esfuerzo conjunto de varias organizaciones nacionales e internacionales, como el MIDA, FAO, Ciudad del Saber y el Centro Internacional para el Desarrollo Sostenible.

Identifying farm forestry information needs

The farm forestry sector in Australia is diverse and requires information on a wide range of issues. Different groups also like to seek information in a range of different ways. 

This RIRDC study reports on a survey of farm foresters, extension and industry: Who needs information? What do they need: what type of information and what form? How aware are they of existing information? How do they currently obtain information? How do they prefer to receive future information about farm forestry?

The survey found that the key information needs relate to financial, legal and policy aspects; environmental products, services, credits and trading; forestry products and markets; and farming systems including integrating farm forestry for environmental outcomes.

The preferred ways of accessing information about farm forestry were also diverse. Personal advice, along with trials and demonstrations were highly preferred. Written forms of information (web, research reports, newsletters and fact sheets) also rated very highly as preferred means of accessing farm forestry information. Discussion groups were thought to be potentially helpful...

Implications identified by the authors: "To suit the diverse preferences, there is need to make farm forestry information available in a wide range of formats including both written (reports, web, fact sheets) and interactive forms (personal advice, trials and demonstrations, discussion groups and training courses). These need to be specifically tailored to suit the issue and the audience.

An extended sharing model to provide ICT services to the rural poor

The shared access model through telecentres, phone kiosks or multiple community centres has become the standard way to cope with financial problems in providing ICT services to the poor in rural areas of many developing countries.

By an investigation into the Grameen Village Phone program in Bangladesh from a sharing perspective, this study suggests an extended sharing model. Sharing can be applied not only at the access points, but also can be applied at all stages in the process of ICT services provision, including function sharing and cost sharing at each function. This study also proposes an action framework towards implementation of the extended sharing model for ICT projectsfor the poor.

Chile: Nokia y Telefónica ofrecerán contenidos educativos a escuelas aisladas

Telefónica y Nokia llegaron a un acuerdo para llevar contenidos educativos a escuelas de zonas aisladas de América Latina, a través de la tecnología móvil. Ambas compañías se comprometieron a transformar la manera en que se ofrece la educación, con el fin de cerrar la brecha de inclusión digital y promover el desarrollo social en la región.

Las escuelas de Chile serán las primeras en experimentar los beneficios de la iniciativa a través del portal EducaRed, que les permitirá acceder a contenidos educativos. Posteriormente, se ampliará a otros países de América Latina, priorizando aquellas escuelas donde Proniño esté presente, y así aplicar las TICs en los procesos de enseñanza de algunas de las escuelas rurales que no tienen conectividad de banda ancha fija.

China: Intel helps boost rural informatization

Since February 1, 2009, computers are covered in the scope of "home appliances going to the countryside" in China. Rural residents in these areas can enjoy some discounts if they buy computers of some certain models in designated outlets. Such a move will substantially promote the rural informatization development, and make the rural informatization strategy implemented in China by Intel since 2004 have a new goal.

Impact of ICTs in rural areas in Australia

A new report from RIRDC in Australia identifies "the impact of ICT applications on people and communities in rural and regional Australia."

The main outcomes of this research "indicate the very important roles of Neighbourhood Houses, Community Centres, Rural Transaction Centres, Social Clubs and Government Agents (QGAP), local councils and Technical and Further Education institutes to facilitate, introduce and support ICT implementation, adoption and provision of e-government and e-learning services and programs in rural and regional Australia.

Rural citizens are increasingly leveraging the initiatives to stay connected, to enhance skills, to interact with government, find job opportunities, communicate with friends and relatives, conveniently and at reduced costs.

The ICT initiatives have created public awareness, empowerment, community development and social inclusion in these communities. The initiatives have enhanced the confidence of the citizens in using the technology and applying it to work, for hobbies, and for further education."

Virtual Agronomy: Internet supports on-farm innovation in Australia

To help overcome barriers of distance and costs, the Internet is being used in Australia to facilitate virtual meeting spaces and online communication, allowing farmers and researchers to discuss issues and share data virtually.

Recent reports from the Rural Industries Research and Development Corporation describe some of the results.

Virtual Field Day for Improved Farmer Decision Making reports on a project that used web-based technologies to distribute information on cropping trials to farmers. More on this virtual agronomy project (and on a similar project from the UK).

A Virtual Meeting Space to Support Farmers Learning About Natural Resource Management reports on the use of  internet enabled virtual meetings among farmers and researchers.

Using low cost, low-bandwidth Internet conferencing to support farmer group operations and learning reports on the use of Microsoft NetMeeting™ to facilitate access to research and information without leaving homes.

Mobile phones to diagnose and treat plant diseases in Africa

According to IPS, Mobile phones are being used to diagnose and treat crop diseases that cause massive losses to farmers, presenting an opportunity to increase yields as location-specific information about disease threats is made available.

An initiative in two districts of Uganda, has community knowledge workers (CKWs) sending text messages to farmers in a given locality. The information may include how to arrest the diseases, and where to buy uncontaminated seeds, as well tips on how to improve soil quality to increase yields.

"We have trained the CKWs on how to use mobile phones to get information to the farmers. They offer agricultural tips and advise through the phones on what to do and not to do to control the diseases. Farmers even ask questions on wilt and BBTV and they receive automated answers on their phones,” Whitney Gantt of Grameen Foundation, a global anti-poverty organisation told IPS."

Chile: Agroportal recibe premio a la excelencia en gobierno electrónico en América Latina y el Caribe

El Sistema de información para agentes productivos del Mercado Agropecuario (www.agroportal.cl), desarrollado por CETIC -AGREN, de la Facultad de Ciencias Agronómicas de la Universidad de Chile, obtuvo la mención especial en los Premios excelGOB en m-gobierno.

Los excelGOB, fueron entregados por el Secretario General de la OEA, José Miguel Insulza en la reunión anual de la Red de Líderes de Gobierno Electrónico de América Latina y el Caribe, RED GEALC, realizada en marzo en Montevideo, Uruguay. En esta participaron -entre otros-, charlistas de la talla del ex presidente de Costa Rica, José María Figueres; del asesor de medios digitales de la campaña del presidente de Estados Unidos Barak Obama, Joe Rospars; del Director Ejecutivo del programa Leadership for a Networked World, de la Harvard Kennedy School of Government, Zachary Tumin.

El Agroportal cuenta con dos herramientas: una Web (http://www.agroportal.cl) y otra de telefonía móvil (celular), (http://wap.agrowap.cl). Esta última, permite que cualquier persona, independiente de su ubicación geográfica, pueda conocer el valor de las transacciones en los principales mercados hortofrutícolas de Santiago. Su funcionamiento requiere única y exclusivamente que el celular disponga de conectividad Web, la cual está integrada en la gran mayoría de los móviles actuales.

En la actualidad, más del 70% de los agricultores chilenos tiene un celular y un computador, lo que sienta una base tecnológica que en este caso permite dar la partida a este nuevo sistema de información de precios. De este modo, los agricultores pueden acceder a esta información a través de sus celulares contratando los servicios SMS y WAP.

Seven ways to link research knowledge to action

What helps to close gaps between knowledge and action? What helps take research knowledge beyond the realm of ‘knowledge for knowledge sake’ and convert it to changes in behaviour, practices, policies, institutions and uptake of new technologies?

A new paper by Patti Kristjanson and colleagues at the International Livestock Research Institute (ILRI) presents seven principles that might help us institutionalize and scale out what works best.

The paper argues that "researchers have traditionally focused on research outputs–articles, methods, technologies, trainings–rather than research outcomes. But it is by jointly defining with project partners the desired outcomes of a project–including changed behaviors, policies, and practices–that links between knowledge and action can be discerned and strengthened."

Foro de Intercambio sobre Repositorios Digitales entre Chile y Colombia

Los Foros temáticos en Línea son un esfuerzo conjunto de FIA y FAO que tiene como objetivo intercambiar opiniones, experiencias y buenas prácticas en torno al desarrollo y uso de Repositorios Institucionales entre los participantes, en su gran mayoría integrantes de RedAgroChile y también por primera vez, cuenta con la participación de integrantes de la Red de Información y Comunicación del Sector Agropecuario (AGRONET), conformada por especialistas en Gestión de Información Agraria de Colombia.

El primer tema planteado en el Foro son los Repositorios Institucionales. Participan expertos en el tema como la Dra. Imma Subirats quién es especialista en información de FAO y es Directora Ejecutiva de E-LIS, E-prints in Library and Information Science.

Reuters ploughs into Indian farming

An article in India's Sunday Times argues that" information put out on mobile phones could transform the fortunes of small farmers –and eventually Reuters" itself.

So far Reuters has about 250,000 customers in Maharashtra, India’s third-largest state, for its service that provides weather reports over a 50-mile radius and crop prices within a five-hour journey.

The service is part of a trend that has turned the mobile phone into the hottest development tool for the world's poor.

To date most telecoms providers have concentrated on reaching the affluent in developing nations with products they offer their wealthy western counterparts. CK Prahalad, in his influential book Fortune at the Bottom of the Pyramid, says that the poor in developing markets offer a huge opportunity for companies willing to target them for their mutual benefit.

Nokia Life Tools pilot shows high appeal for livelihood and life improvement services in India

(Nokia Press release 8/4/09) - Nokia recently concluded the pilot phase of its pioneering Life Tools service in Maharashtra, India, and the results show that subscribers are reaping the benefits. Extensive feedback from actual subscribers revealed that the service had wide appeal, and connected with subscribers at both emotional and functional levels.

Users of the Agriculture Service described that they were better informed about market rates for their produce. Farmers found that getting prices daily on their mobile phones reduced their dependency on agents for basic information. Now with greater awareness on market conditions, there was newfound confidence in their negotiations with the agents. There was also resounding appreciation for the time and money saved from not having to make multiple trips to the market place to get the latest rates.

Chile: Comienza temporada 2009 de cursos en Gestión de Información Agraria

Con el desarrollo del Curso “Construyendo Redes y Comunidades Virtuales” basado en IMARK, se da inicio a la temporada 2009 de cursos en Gestión de Información Agraria que la Fundación para la Innovación Agraria en conjunto con FAO están desarrollando desde el año 2006.

El primer curso de este año, se desarrollará a partir del 7 de abril y hasta el 5 de Junio en la Zona Norte del país, bajo la modalidad e-learning, involucrando a Universidades y Bibliotecas Públicas de Arica, Pica, Ovalle y La Serena.

El Curso “Construyendo Redes y Comunidades Virtuales”, implementado bajo la plataforma de innovación agraria de la Fundación pretende que los alumnos desarrollen las habilidades interpersonales y técnicas necesarias para crear y administrar comunidades y redes virtuales.

Chile e India firman convenio para asegurar conectividad en áreas rurales

El Ministerio de Agricultura y el MS Swaminathan Research Foundation de India, firmaron en Chennai un convenio que busca introducir la innovación agraria a través de la conectividad en áreas rurales de ambos países, incluso por medio de la instalación de la tecnología inalámbrica WiFi y WiMax.

El acuerdo fue sellado en presencia de la Presidenta Michelle Bachelet, y firmaron la Ministra de Agricultura, Marigen Hornkohl; el Presidente de MS Swaminathan Research Foundation, M.S. Swaminathan; y el director ejecutivo de la Fundación para la Innovación Agraria (FIA), Rodrigo Vega.

La Ministra Hornkohl afirmó que este convenio marco de colaboración se materializará a través de FIA y beneficiará al sector rural de ambos países. "Dentro de nuestras tareas ministeriales, la conectividad ocupa un lugar prioritario, pues estamos apuntando a incorporar la tecnología como un motor fundamental para el fomento y desarrollo de la agricultura del país".

Intel Corporation: Wired to Prosperity: ICT Crucial to Rural Development

Information and communications technology (ICT) is a powerful productivity tool for farmers, and the government, technology industry and society should work together to deploy ICT to accelerate economic and social development in rural areas. This was the consensus reached at the 2009 Industry Forum on Rural ICT Development, which was part of the 2009 Intel Developer Forum held today in Beijing.

Miles de pobladores del Cusco serán capacitados en tecnologías de la información y comunicación gracias al programa “Conéctame”, dirigido a zonas del país con escaso acceso a estos servicios a través del “Bus Móvil”.

Este moderno e innovador vehículo equipado con tecnología inalámbrica (satelital) recorrerá nueve distritos de Cusco brindando educación y capacitación a sus pobladores durante siete semanas, mediante módulos interactivos con contenidos de relevancia para su desarrollo económico y social.

ICTs in Iran's agricultural research

The appropriate application of ICTs and information such as a National Agricultural Information System requires a systemically developed strategic plan based on identifying and recognizing system wide organizational implications. This paper explains the implications of integrating ICTs in the Iranian agricultural research system. Based on related Iranian lessons learned which are explained in this research, some appropriate mechanisms for integrating ICTs in national agricultural research systems (NARS) were indicated.

Extension and advisory services - good practices

The perceived lack of success of public agricultural extension systems in many countries has resulted in new approaches being tried in reorganizing extension services. 

In some countries, such as India and China, public extension systems have been decentralized to the district/county level and these public extension systems are now pursuing a more market-driven approach. In other countries, different models have been tried, involving both private-sector firms and civil society organizations (CSOs). Also, in some countries, there have been attempts to shift more of the cost of extension services to the farmers themselves, with limited success. 

This paper provides a framework for analyzing the success or failure of different approaches within the agricultural development process in providing particular extension services to different categories of farmers.

Emerging technologies for teaching, learning, and research

University of Arizona's Jeanne Pfander and Barb Hutchinson alert us to the 2009 Horizon Report that looks into emerging trends and challenges in teaching, learning, research and creative expression in "learning-focused organizations."

Among the key trends identified: "Increasing globalization continues to affect the way we work, collaborate, and communicate. Information technologies are having a significant impact on how people work, play, gain information, and collaborate. Increasingly, those who use technology in ways that expand their global connections are more likely to advance, while those who do not will find themselves on the sidelines. "

Other key trends:
  • "Notions of collective intelligence and mass amateurization are redefining scholarship as we grapple with issues of top-down control and grassroots scholarship. Today’s learners want to be active participants in the learning process – not mere listeners; they have a need to control their environments, and they are used to easy access to the staggering amount of content and knowledge available at their fingertips." 
  • "Experience with and affinity for games as learning tools is an increasingly universal characteristic among those entering higher education and the workforce."
  • "Visualization tools are making information more meaningful and insights more intuitive."
  • "Mobile phones are benefiting from unprecedented innovation, driven by global competition. New capabilities in terms of hardware and software are turning mobiles into indispensible tools."

Technologies to watch:

  • 1 year time-to-adoption horizon: mobiles; cloud computing;
  • 2-3  year horizon: geo-everything; the personal web;
  • 4-5 year horizon: semantic-aware applications; smart objects
