Agricultural advice by SMS

Many farmers save seed from one harvest for the next season's planting. But, for those who can afford it, commercially-sold seed, such as hybrid varieties, can be more productive. However, with so many types of seed on the market, which should farmers choose?

In the past, local extension officers were able to recommend suitable varieties for different locations. Those kinds of advisors are thin on the ground. So now, the Kenya Plant Health Inspectorate Service, known as Kephis, is trying a new way to give maize farmers the information they need.

Farmers who want to plant maize can send an SMS text message to a database created by Kephis, and get an automatic response about the best varieties for their area.

Nokia Life Tools for farmers and rural communities

Nokia may be a name most would associate with handsets and great user interfaces. But increasingly, the Fin is focusing on solutions and services. We take a look at the launch of Life Tools, which targets an interesting segment in the emerging market of India.

Following this, the service will be rolled out in Indonesia, which will make it the first country in Southeast Asia to get the Nokia solution.

First talked about in November 2008, Life Tools is a service tailored for farmers and rural communities living in remote areas, providing them with information specific to their livelihood and personal enrichment.

The fourth paradigm: Data-intensive scientific discovery

This book by Microsoft Research argues that "scientific breakthroughs will be powered by advanced computing capabilities that help researchers manipulate and explore massive datasets.

The speed at which any given scientific discipline advances will depend on how well its researchers collaborate with one another, and with technologists, in areas of eScience such as databases, workflow management, visualization, and cloud computing technologies."

The AGRIS 2010 project: A portal for resource discovery in agriculture

At the 2009 International Conference on Dublin Core, Stefano Anibaldi made a presentation entitled "How data is collected and integrated by FAO."

He posed two problems:
  1. "Classic bibliographic metadata is often understood in an overly-simplistic fashion: users are seeking information against a system populated with metadata, which provides a metadata-driven interface through which users find their way to their target documents."
  2. "The results are bibliographic descriptions rich in its metadata but too often not sufficient for researchers who want to extend their knowledge on a specific topic."

And shared some solutions:
  • "With the rise of full text search and online availability of more research material, such a role for metadata can appear redundant."
  • "Bibliographic metadata grows in value as the Web grows in connectivity, and can provide researchers with a map of the global research community, linking their papers, thesis, articles with a wider grey literature (preprints, drafts) and with communication platforms (blogs, forums) that help researchers put formal findings into a wider context."
  • "The main objective of the new AGRIS portal is to become a hub to access the diverse knowledge in agricultural science and technology available globally on the web."
  • "It not only gives the researchers access to the AGRIS metadata, but it also provides data services to extend their knowledge, accessing Web data such as full text documents and news."

Sri Lankan farmers share market info on mobiles

A trial Sri Lankan commodity trade matching portal using mobile phones to improve marketing of farmer produce will need private sector investment to be sustainable, an official said.

Chitranganie Mubarak, a Senior Programme Head of the Information Communications Technology Agency (ICTA), said the project is part of efforts to use mobile phone and information technology to link farmers with markets.

Millions Fed - Update on IFPRI communication efforts

About a month ago, IFPRI'S Luz Marina Alvare and Chris Addison shared their initial insights into the communication and knowledge-sharing approaches they used to launch a new book: Millions Fed: Proven Successes in Agriculture.

They promised to be back to us on what they found worked, what didn’t and how they could learn from the experience. So in brief here is what worked well, and what could be improved [click on the images for larger size].

So did it work? Have you heard of Millions Fed? Did you see the video? Have you read the book? Seen a presentation about the study cases or read an article somewhere discussing them?

click for larger sizeIn terms of page views, we ended up with the same kind of breakdown as before, but based on much larger numbers.In fact 22,673 page views of Millions Fed materials on the website. In addition there have been more than 2,150 visits to IFPRI millions fed videos.

How did people hear about Millions Fed?

click for larger sizeWe can see that traditional forms of dissemination still play a huge role in the raising of awareness for a product. Adding up those readers coming up, from a link in an email, reading an article in print, hearing or seeing something in the media and typing in the address or searching in Google for Millions Fed, we reach 69% for these sources. We reached different audiences through different products. YouTube in particular proved to be a significant source of traffic leading to 953 visits to pages featuring materials from the Millions Fed project.

The proportion categorized as mail is only visits from using a web based email system, those receiving email in outlook for example will be classed as a direct user. It was interesting to see that this proportion increased after the launch of the book. The website itself continued to be an important source of readers for the Millions Fed materials with 15% entering from other parts of the website with 23% coming from the front page of the site.


Twitter and YouTube are great fun but are they relevant?

As a proportion in terms of numbers of visitors the new media is clearly important, already it brings us more traffic than all the other sites that link to us.

click for larger sizeIn terms of relevant audiences we can judge this in terms of the retweeting of articles and the discovery of new partners, new communities on the web. There are perhaps not the geographical biases on the tools that we might think. Whilst visitors finding Millions Fed on Twitter came from the United States, Canada, the Netherlands, Ethiopia, Singapore, India, Belgium, Germany, Brazil, Spain, Guernsey, Portugal, Tunisia, New Zealand and Switzerland. Visitors from YouTube came from developing countries too.


Nobody uses dialup any more do they?

Even though the number of visitors using a dial up connections is small, the surprise is where they come from!

Is Bing catching up with Google?

Although we are well indexed in Bing, with all the Millions Fed materials being indexed and even our tweets, there is still a complete domination of referrals from Google. The statistics shown are taken from AWstats, so this isn’t a quirk of Google Analytics.

Are Iphones and Blackberrys the way people view the web now?

Not yet ... on the day of the Millions Fed Book Launch we had 3801 visits to the IFPRI website, 5 of these were from an iPhone and 1 from a Blackberry. Of course we are not promoting on the platform, but interesting to see that so few of our existing audience in the Policy area are accessing the site from their phone.

Pesquisadores estudam aumento da produção de soja e cana-de-açúcar

Quanto do crescimento da produção de grãos no Brasil está associado à expansão da área agricultável e quanto está associado à adoção de processos produtivos mais intensivos? Estas são as questões centrais do projeto de pesquisa INTAGRO - Intensificação agropecuária em polos de produção de soja e cana-de-açúcar: territorialidade, sustentabilidade e competitividade, coordenado pela Embrapa.

"O projeto concentra esforços em duas das principais commodities agrícolas nacionais, a soja e a cana", explica o pesquisador Alexandre Coutinho da Embrapa Informática Agropecuária (Campinas/SP), responsável pelos estudos sobre as relações de uso do solo e cobertura das terras em regiões com intensificação agropecuária.

Uma equipe de pesquisadores e técnicos da Embrapa percorre o interior de São Paulo e Minas Gerais, realizando levantamento do uso e cobertura das terras na região de produção de cana-de-açúcar. "A pesquisa busca identificar, delimitar e quantificar processos de expansão e de intensificação agropecuária em áreas importantes para agricultura brasileira", afirma Coutinho.

Os dados obtidos com o mapeamento poderão ser usados por governos e instituições para a tomada de decisão e a elaboração de políticas públicas. Inclusive podem contribuir para o desenvolvimento de estratégias para a redução de desmatamento, melhoria da qualidade dos solos, geração de empregos diretos e indiretos, segurança alimentar, entre outros.

o projeto vai realizar análises integradas de territorialidade, sustentabilidade e competitividade, contemplando aspectos agronômicos, ambientais e socioeconômicos; e estudos sobre conceituação e categorização terminológicas. Também prevê a disseminação do conhecimento e dos resultados gerados para a sociedade por meio de um website.

WiMAX accounts for more than 25% of last mile applications in US

Over 300 WiMAX applications accounted for one-fourth of the total last mile broadband stimulus applications received by the National Telecommunications and Information Administration (NTIA) and the Department of Agriculture's RUS fund, according to the WiMAX Forum.

“WiMAX can be deployed over wide areas to serve thousands of consumers cheaper and faster than traditional wireline services,” said Ron Resnick, president and chairman of the WiMAX Forum.

WiMAX technology can bring 4G broadband services to rural areas, which are typically last priority for wireless carriers but most in need of these services. 4G service in these areas can enable vital services such as eGovernment, distance learning and remote healthcare. Rural broadband is important to bring economic gains to underdeveloped areas. According to a recent report by the Brookings Institution, for every 10% increase in broadband penetration of a rural area, the number of non-farming jobs grows by 0.2 – 0.3%.

UN bodies want up to $60 billion to monitor ... everything

A recent article on Fox News reports on plans to spend at least $2.1 billion a year for the next five years — and as much as $60 billion overall during that period — to glean huge troves of still undiscovered climate information from the world's land, air and seas.

The information system aims to measure literally everything environmental, from the full amount of plant leaf material in the world's ecosystems to the differences in saltiness throughout the world's oceans to the discharge from every one of the world's major rivers, to the monitoring of water vapor and cloud distribution throughout the earth's atmosphere.

This immense store of information is urgently needed to gain a true picture of the vastly complicated climatic and environmental interactions of the planet, according to a draft version of an update report on the huge project, known as the Global Observing System for Climate, which is not expected to be finalized until April 2010. And according to the report's authors, the information to be gathered is too valuable to be left to any single nation.

As the report puts it, in typically opaque technocratic prose, the wellsprings of climate information "need to be recognized as essential public goods, where the value of global availability of data exceeds any economic or strategic value of withholding national data."

The document is specifically intended to support the United Nations Framework Convention on Climate Change, although the report underlines that the observation system itself is not a formal U.N. body. Instead it's an effort by the Global Climate Observing System (GCOS), an obscure joint undertaking of a variety of international organizations, which does include such bodies as the United Nations Environment Program and the World Meteorological Organization, both U.N. institutions.

Brasil: Sistema Agrodatamine permitirá visualização de cenários futuros do clima

Um conjunto de técnicas e ferramentas para auxiliar na análise e visualização de dados metereológicos e de modelos de cenários futuros de mudanças climáticas vem sendo desenvolvido.

O projeto AgroDataMine: Desenvolvimento de Métodos e Técnicas de Mineração de Dados para apoiar Pesquisas em Mudanças Climáticas com Ênfase em Agrometeorologia acaba de ser aprovado numa chamada pública do Instituto Microsoft Research e da Fundação de Amparo à Pesquisa do Estado de São Paulo (Fapesp) de pesquisas em TI .

O desafio do projeto é gerenciar um grande volume de dados meteorológicos e climáticos de até 100 anos. “As informações são da ordem de terabytes e o sistema deverá processar dados de imagens de satélites, estações metereológicas e radares, entre outros”, descreve a professora Agma.

O projeto será focado no setor agrícola, já que a atividade é das mais afetadas pelas mudanças climáticas. Segundo Agma, a ocorrência de eventos extremos, como chuvas fortes, enchentes, secas e outros fenômenos leva a grandes perdas na agricultura bem como na população que é afetada. “A capacidade de analisar o cenário que propicia tais ocorrências e a correlação de índices e medidas climáticas permite a tomada de decisões estratégicas para se prevenir em relação aos eventos extremos”, avalia a professora. Além disso, a análise de cenários futuros permitirá que agricultores, cooperativas e governo possam decidir com melhor embasamento as melhores culturas ou adaptações a serem feitas nos plantios.

O AgroDataMine já está sendo aplicado na prática. Os primeiros resultados, no entanto, serão conhecidos em um prazo de dois anos, que é a duração prevista do projeto. Para os primeiros testes, os pesquisadores analisaram cinco regiões produtoras de cana-de-açúcar.

Os dados obtidos são referentes às temperaturas, mínimas e máximas, e imagens do satélite NOAA de um período de sete anos, entre 2001 e 2008. Os primeiros resultados indicam, por exemplo, que existe uma correlação entre a precipitação e o índice de vegetação obtido por meio das imagens de satélite, com uma defasagem de 2 meses. Isso significa que após 2 meses da ocorrência de muita chuva ou secas é que se observa um reflexo desse fenômeno na planta. Com isso, é possível utilizar as técnicas que estão sendo desenvolvidas pela equipe do projeto para encontrar correlações entre as diversas variáveis e definir modelos de previsão. “Esses novos métodos podem auxiliar os agrometeorologistas e fornecer informações aos agricultores ajudando-os na tomada de decisão”, revela a professora.

How the Internet enables farmers to comprehend climate

Climate information access by farmers is insufficient because their access hasn't been optimized. That is the result of a collaborative study by Australian researchers on climate change and its effects on farmers with small fields in Indonesia.

"Compared to Australia's farmers, the effects of climate change are similar, mainly draughts. However there is a significant difference, which is that Australian farmers can access weather forecast information through the internet," said Catherine Tulloh, a climate change researcher from Australia Bureau of Agriculture and Resource Economics (ABARE).

Brasil: Software INOVA-Tec avalia impactos de inovações tecnológicas

A Embrapa Meio Ambiente disponibilizou em seu site a nova versão do software INOVA-Tec, que permite a avaliação dos impactos de inovações tecnológicas, fornecendo informações organizadas de acordo com critérios e indicadores nas diversas dimensões onde os impactos da tecnologia podem ser percebidos.

"O software consiste em um sistema que permite a análise do cenário no qual a tecnologia será introduzida e do desempenho da inovação, pela análise dos indicadores de impacto por meio de pesos e índices", explica a pesquisadora.

O produtor terá a possibilidade de monitorar quais são os indicadores que podem causar problemas e, consequentemente, agir de maneira adequada para cada caso, sem afetar o meio ambiente e a saúde humana.

O software INOVA-Te versão 2.0, está disponível gratuitamente no site da Embrapa Meio Ambiente.

Farmville: Pasión por la granja virtual

Un artículo reciente de un diario español señala que en plena crisis del campo, la agricultura resulta ser rentable en una plataforma social de Internet · 62 millones de personas de todo el mundo juegan a ser granjeros virtuales que cobran precios justos por sus productos.

Una de las características que hacen especial a este juego es la interconexión: al jugar desde 'Facebook', si los amigos también están conectados, se puede jugar con ellos. Y, a diferencia de lo habitual en los juegos de Internet, no suele tratarse de competir, sino de colaborar y apoyarse mutuamente, tal como lo hacen los habitantes del medio rural.

'Farm-Ville' no es el único juego de 'Facebook' con las granjas como tema. 'MyFarm' y 'FarmTown', creados por diferentes empresas, también tienen muchísimos seguidores. Algunos expertos comentan que su popularidad es señal de una añoranza generalizada por la vida pastoral. Todo el concepto se relaciona con la idea de hartazgo del estrés de un estilo de vida urbano, y el poder, simplemente, cultivar plantas y verduras y verlas crecer, tiene un efecto muy terapéutico.

Por supuesto, hacer de agricultor en la vida real es mucho más caótico y peligroso que 'Farm-Ville' y quizá esa sea una de las razones por las que los jugadores de 'Farm-Ville' superan a los agricultores de verdad en Estados Unidos en una proporción de 60 a 1 y, por cómo van las cosas, pronto sucederá lo mismo en España, aunque aún no se manejan estos datos. Curiosamente, algunos de los mayores adeptos al juego son verdaderos agricultores o ganaderos que, al menos en Internet y de forma virtual, reciben una recompensa digna por su trabajo en el campo.

Ya quisieran los agricultores para sí lo que los internautas consiguen con el 'Farm-Ville', rentabilidad por su trabajo y efecto terapéutico.

Acesso a internet e celulares dispara no Brasil

Cada vez mais brasileiros estão acessando a internet e utilizando telefones celulares, de acordo com dados divulgados pelo IBGE.

O número de brasileiros com dez anos ou mais que acessaram a internet pelo menos uma vez cresceu 75,3% entre 2005 e 2008, fazendo com que mais de um terço da população nesta idade (34,8%) tenha acessado a rede ao menos uma vez até o ano passado.

Embora o acesso à internet entre as pessoas com baixa escolaridade tenha registrado um crescimento mais intenso no período, os usuários da rede no Brasil continuam tendo mais anos de estudo do que aqueles que não a utilizam.

Call for ICT use in agricultural research

A recent news item reports from the Hyderabad workshop on Information and Communications Technology (ICT) organised by ICRISAT, GFAR and FAOGlobal Forum on Agricultural Research (GFAR) and FAO.

The article highlights that Information and Communications Technology (ICT) has immense potential in empowering farming communications and it should be put to greater use by the agricultural research and extension institutions, as said by Dave Hoisington, Deputy Director-General (Research) of International Crops Research Institute for the Semi Arid Tropics (ICRISAT).

Hoisington pointed out that politicians were able to effectively use new technologies including ICT and the agricultural scientists must take a cue from them. “Unfortunately, till now ICT has not been given the due importance it deserves, and this has to be corrected to achieve more positive results,’’ he added.

ICRISAT Director-General William D Dar highlighted the importance of information in agriculture, and encouraged the workshop to come up with fresh and innovative ideas that could be the mainstream in the new paradigm of international agricultural research.

Ajit Maru, GFAR, defined the theme of the consultations and opined that ICT should be accorded prominence by treating it as frontier technology on a par with biotechnology and nanotechnology.“Once this is done, it should be able to attract more investments to take on new and challenging tasks of improving the livelihoods of resource-poor small holders and producers,’’ he said.

Managing the data deluge: the challenge of emerging technologies

At the 2010 IUFRO congress, Roger Mills and colleagues will organize a session entitled 'Managing the data deluge: the challenge of emerging technologies.'

Emerging technologies are greatly simplifying the collection, analysis and publication of data for the researcher and end-user, often reducing or removing the need for mediation by IT professionals. Partly as a result the volume of data being collected worldwide is greatly expanding. Locating, selecting, archiving and indexing this mountain of data for re-use presents major new challenges which are being researched by many organisations..

This session will offer a brief synthesis of this research and guidelines derived from it, and provide participants with a toolkit for devising a successful data management plan for their own data to ensure it remains findable, accessible and usable into the future. Practical demonstrations and the opportunity to contribute to a user needs assessment of researchers’ requirements will accompany the session. A panel of speakers will provide the synthesis of research in a mix of short presentations and discussion, supplemented by voluntary papers on specific examples, and by posters giving more details of specific topics.

If feasible, the session will be supplemented by an ‘information fair’ running throughout the meeting where specific technologies can be demonstrated and users given opportunity for hands-on practice.

L’informatique agricole est un nouveau concept qui a vu le jour suite au développement rapide des technologies de l’information et de la communication (TIC) et de l’Internet. Connu sous le nom d’agriculture électronique, l’informatique agricole est un nouveau domaine qui associe les progrès dans le domaine de l’informatique agricole, le développement agricole et l’entreprenariat en vue d’assurer de meilleurs services agricoles, une meilleure diffusion des technologies et une diffusion de l’information à travers les progrès des TIC et de l’Internet. Le concept d’agriculture électronique va toutefois au-delà de la technologie, à l’intégration de la connaissance et de la culture et vise à améliorer la communication et les processus d’apprentissage parmi les acteurs pertinents de l’agriculture à différents niveaux à savoir local, régional et mondial.

IAALD World Congress: Call for proposals

The IAALD Executive Committee invites expressions of interest from IAALD partners, members and associated groups to host the 14th World Congress, to be held in 2013, 2014 or 2015.

Please send your well-thought out and brief proposals by email to Toni.Greider@iaald.org to reach the Committee on or before 27 February 2010.

The Executive Committee will review proposals received and make a decision regarding the location of the next World Congress by April 15, 2010 to be announced in Montpellier, France at the 13th World Congress.

In making its decision, the Executive Committee will consider at least the following criteria:
• estimated costs to hold the congress, and for participants to attend; including likelihood of sponsorships and income generation for IAALD;
• meeting facilities, logistics and accommodation options, including international access
• IAALD actual and potential membership base in the country/region and opportunities to strengthen this
• organisational commitment and capacities of the host institution(s)
• co-organising opportunities with IAALD partners and allies.

Please include the conference year you are applying for; name and complete address of the bidding organisation (including the name of a contact person); the proposed theme and dates of the Congress; a brief description of the local organizing committee; a brief description of the proposed meeting site; potential sources of financial and sponsorship support for the Congress ,including the ability to sufficiently underwrite any losses that may be incurred during the Congress; translation services and language policy if needed; any special considerations deemed relevant to the local context.

A new ILAC Brief by Simone Staiger-Rivas, Peter Shelton, Petr Kosina and Nancy White examines collaborative web tools in virtual [agricultural research] environments.

This Brief describes three web tools that can enhance participation and collaboration in geographically distributed teams: wikis, blogs, and social bookmarking. Each tool is briefly explained, examples of use are provided and analyzed, and some useful practices are suggested.

Brasil: Embrapa transforma jovens ribeirinhos em comunicadores científicos

“Desenvolver atividades de educomunicação para a divulgação científica que proporcionem aos jovens rurais o protagonismo de ações, que internalizem conceitos, discutam e divulguem junto à comunidade ‘o que a ciência faz’ e ‘o que a sociedade pode fazer’ em relação aos impactos ambientais da atividade agropecuária”. Com essas palavras, a comunicóloga e pesquisadora da Embrapa-Rondônia, Vânia Beatriz de Oliveira, define os objetivos do “Programa de educomunicação científica para a inclusão social de jovens ribeirinhos do rio Madeira”.

O trabalho da pesquisadora na comunidade Cujubim Grande começou com o projeto “Comunicação para a gestão de recursos naturais”, da Embrapa, em 2004, que atende pequenos produtores da região. Ela conta que o projeto foi criado para diminuir a distância entre os pequenos produtores - com seus interesses, necessidades e conhecimentos tradicionais - e os pesquisadores - detentores do conhecimento científico desenvolvido para solucionar problemas na agricultura considerando a preservação ambiental. Dentro desse projeto de extensão rural, a comunicóloga e os pesquisadores perceberam que havia interesses diversos entre os ribeirinhos. A partir disso, foram montados grupos de estudos destinados a criar uma correspondência entre as tecnologias que a instituição poderia oferecer e a atividade dos produtores.

O projeto ainda está em sua fase inicial, mas seus objetivos são bastante ousados. Entre eles, a criação de um “Cantinho da C&T” na biblioteca da escola e a divulgação científica dos projetos em cinco escolas do entorno, na Semana Nacional de Ciência e Tecnologia, pelos jovens educomunicadores. “O aumento do conhecimento científico e do interesse dos jovens pela C&T é necessário para o desenvolvimento do país”, finaliza Oliveira.

Innovation platforms and networks

Two growing and related trends in agricultural research and development are the notions of 'innovation systems'and 'value chains'. This coming week the relation between ICTs and value chains will be discussed online on the e-agriculture platform.

I recently interviewed some researchers attending an ILRI workshop about their research work on innovation systems:

In this video, Ranjitha Puskur shared some lessons coming out of the DFID-funded Fodder Innovation Project.

She briefly introduces the innovation systems approach that underpins the project: Essentially, the aim is to form and facilitate a network of different actors in a chain or continuum of knowledge production and its use, mobilizing all their various resources and capacities to address a problem.

She emphasizes that "getting a network of actors isn't an easy process, it takes time". Different organizations with different interests and motives have to be brought around the table to contribute and benefit. "It needs great facilitation skills and negotiating skills which are not very often core competences of researchers like us."

Beyond facilitation of this network formation, "we also see that linkages don't happen automatically" ... we need facilitating or broker organisations to create them.

Alan Duncan (see video) talked about a related IFAD-funded 'Fodder Adoption Project.'

The project helps multiple groups of stakeholders (the whole value chain) - farmers, private sector, dairy coops, the government - get together in 'innovation platforms' where they can develop joint actions that address livestock fodder problems.

Initially the project focused on technologies. As the process evolved, other issues came in, more actors joined the platforms, and the technologies - growing improved fodder - acted as a catalyst for people to come together to discuss a wide range of other issues (dairying, health, etc). Fodder proved to be a useful 'engine' for the group to identify a much wider range of issues to address - along the whole value chain.

He explains that this type of work facilitating stakeholder platforms is "not trivial." But it is essential: "Technology is only one small part of the equation and really a lot of it is about human interactions and how organizations behave."

ICRISAT's Andre Van Rooyen (see video) explains the 'innovation platform' approach he uses to engage with smallholder farmers in Southern Africa.

"Our hypothesis is that farmers will only invest in improved technologies when they are part of an effective marketing system."

"Innovation platforms allow us to bring in value chain players" that provide credible information and opportunities that are attractive for farmers to adopt.

He argues that there are many brilliant technologies available, but the challenge is to get these into the context of farmers so they can see and experience the real benefits.

Innovation systems provide the opportunity or platform to do this.

"Using this process, we can identify the real challenges, not our challenges as scientists, but what the farmers are struggling with."

Survey: Use of technology and semantics in open access in agriculture

You are invited to participate in a short survey (less then 10 minutes) on the Use of Technology and Semantics in Open Access in Agriculture and Related Sciences. This survey is designed to get a detailed overview of the state of the art of Open Access (OA) and Open Archives Initiative (OAI) within the Agriculture and Related Sciences Research Community. Therefore the characteristics of the main institutions, networks and associations taking a leader role in the promotion of OA and OAI in Agriculture and Related Sciences will be analyzed.

The survey will be open until the end of January 2010. The results of the survey will be made available online in the CIARD Ring to give all participants the opportunity to take a look at and comment the results. To be able to have access to the results it would be recommended to register to the CIARD Ring. The conclusions drawn will be presented at the IAALD XIIIth World Congress on 26-29 April 2010, Montpellier, France.

Encuesta sobre el uso de tecnologías y semántica aplicadas al acceso abierto en el campo de las ciencias de la agricultura

Le invitamos a participar en una breve encuesta (duración inferior a 10 minutos) sobre el Uso de Tecnologías y Semántica aplicadas al Acceso Abierto en el campo de las Ciencias de la Agricultura. Esta encuesta se ha diseñado con el fin de obtener una visión detallada del estado de la cuestión en Acceso Abierto (OA) y las Iniciativas en Archivos Abiertos en el campo de las Ciencias de la Agricultura y Comunidades de investigación relacionadas. Por tanto, se analizarán con profundidad las características de las principales instituciones, redes y asociaciones que cobran un papel importante en la promoción de los Archivos Abiertos y de las Iniciativas en Acceso Abierto.

La encuesta permanecerá abierta hasta finales de Enero del 2010. Los resultados de la misma estarán disponibles en línea en el Anillo de CIARD para proporcionar a todos los participantes la oportunidad de consultarlos y hacer comentarios al respecto. Para poder acceder a los resultados, se recomienda registrarse previamente al Anillo de CIARD. Las conclusiones se presentarán en el XIII Congreso Mundial de la HILAD los días 26-29 de Abril de 2010 en Montpellier (Francia)

Enquête sur l'utilisation de la technologie et de la sémantique pour le libre accès à l'information dans le domaine de l'agriculture

Vous êtes invité/e à participer à une brève enquête sur l’Utilisation de la technologie et de la sémantique pour le libre accès à l’information dans le domaine de l’agriculture et des sciences apparentées. Cette enquête, qui vous prendra moins de dix minutes à compléter, a pour objectif d’obtenir un panorama détaillé de la situation actuelle du libre accès (Open Access, OA) et de l’Initiative pour des archives ouvertes (Open Archives Initiative, OAI) au sein de la communauté de recherche en agriculture et sciences apparentées. Il sera ainsi possible d’analyser les caractéristiques des principales institutions, réseaux et associations qui jouent un rôle de premier plan dans la promotion de ces domaines.

L’enquête se déroulera jusqu’à fin janvier 2010. Les résultats seront publiés en ligne sur l’Anneau du CIARD afin que tous les participants puissent les consulter et faire part de leurs observations. The role of ICT in agricultural value chains

e-Agriculture will be hosting a special online forum on "The Role of ICT in Agricultural Value Chains", which will look at key opportunities and challenges of ICT interventions in the agricultural value chain with a special focus on the most beneficial interventions in rural areas.

This will be an opportunity for knowledge sharing on good practices; presenting expectations of future challenges and outcomes; and reviewing the critical roles of policy makers, rural service providers, and the agricultural community-at-large. The forum will be conducted in English.

República Dominicana: meta 2011 de llevar teléfonos e Internet de banda ancha a localidades

El Gobierno a través del Instituto Dominicano de las Telecomunicaciones (Indotel) se ha trazado la meta para el 2011de que las localidades de la República Dominicana que tengan más de 300 habitantes, disfruten la posibilidad de hacer uso de teléfonos en sus domicilios y acceder al internet de banda ancha.

La afirmación la hizo el secretario de Estado y presidente del Indotel, doctor José Rafael Vargas, quien dijo que “esperamos lograrlo –esa meta- a más tardar en el 2011, siempre y cuando las demás instituciones involucradas de manera directa e indirecta nos ayuden”.

Los debates incluyen, asimismo, “el pasar de línea con nuevas tecnologías de la telecomunicación” y adelantará ¿qué viene después de las redes de la generación siguiente?”. Se planteará, además, cómo “estimular Nuevas tecnologías y compensación de los servicios en áreas rurales”.

En su intervención el doctor Vargas destacó que la telecomunicación, especialmente la banda ancha, constituye hoy en día un servicio tan vital como los alimentos, el agua y la electricidad.

“El impacto es aún mayor en comunidades rurales donde la experiencia vivida ha mostrado que las instituciones locales, las organizaciones no gubernamentales y los jóvenes, se convierten rápidamente en los principales usuarios de las TICS, abriendo el camino a lo que podría considerarse un círculo virtuoso de desarrollo, donde una puerta abre la otra, para construir el camino hacia la globalización y la era de la tecnología”, expresó.

Precisó que el Indotel tiene como meta principal llevar este año banda ancha a 508 comunidades a nivel nacional.

Explicó que “el Banco Mundial, en un informe de Mayo del año en curso, reporta que por cada 10 puntos porcentuales de incremento en la penetración de los servicios de banda ancha, se ha demostrado que en los países en desarrollo se registra un incremento de 1.3 puntos porcentuales en el Producto Interno Bruto (PIB); y en los servicios móviles se registra un incremento de 0.5 puntos porcentuales en el Producto Interno Bruto (PIB).

Vargas significó que la política del Indotel es garantizar que todos los y las dominicanas sin importar su ubicación geográfica, condición social, raza, género o impedimento físico, tengan la oportunidad de aprender y usar la computadora y acceder al internet. “Es decir, se pretende cerrar o llevar a su mínima expresión la brecha digital dominicana, además de dar cumplimiento al principio del acceso universal y avanzar hacia el servicio universal”, precisó.

Philippines: Agricultural Training Institute Launches Farmers' Contact Center

Agriculture Secretary Arthur C. Yap led the unveiling of the hotline numbers of the FCC and delivered a keynote speech during the launching on November 28, 2009 in Tagbilaran, Bohol.

The FCC is an alternative delivery channel in providing timely information and extension services. Through the FCC, people can inquire on agri-related concerns via voice (call), short messaging service (SMS or text) as well as emails and other online communication such as instant messaging and fora.
