Sharing data and information for agricultural research

This week, the Chinese Academy of Agricultural Sciences hosts an International Expert Consultation to build a framework for data and information sharing for agricultural research for development.

The papers for the event are all online - a good first step towards better accessibility. The papers include one prepared by the IAALD past president Barbara Hutchinson.

Scientific data and information increasingly interconnected

Timo Hannay in Nature's Nascent Blog:

"Scientific knowledge — indeed, all of human knowledge — is fundamentally connected ... So even as the quantity of data astonishingly balloons before us, we must not overlook an even more significant development that demands our recognition and support: that the information itself is also becoming more interconnected. One link, tag, or ID at a time, the world’s data are being joined together into a single seething mass that will give us not just one global computer, but also one global database. As befits this role, it will be vast, messy, inconsistent, and confusing. But it will also be of immeasurable value—and a lasting testament to our species and our age."

Hemispheric agricultural information service celebrates tenth anniversary

Agricultural information specialists from the hemisphere to meet in Costa Rica

The Agricultural Information and Documentation Service of the Americas (SIDALC), which operates a mega database comprising more than 2 million entries, brings together some 300 information specialists in a virtual community and receives 25 thousand hits on its Website every day, will celebrate its tenth anniversary this year.

SIDALC is an international agricultural, livestock, forestry and environmental information service which enables institutions in 20 countries of the hemisphere to share information services and provide access to their repositories of knowledge for others outside the region.

The Service, administered by the Inter-American Institute for Cooperation on Agriculture (IICA) and coordinated by the Orton Commemorative Library, operates the AGRI2000 mega database, which contains specialized collections on agriculture and related sciences from 162 information centers throughout the hemisphere and provides access to other internationally renowned libraries.

Knowledge management principles for natural resources management

Last month, we shared some data management principles for natural resources management. This month, we look at some KM principles from the Regional Knowledge Resource Kit - a wiki resource for managing information and knowledge for natural resource management in Australia. Also produced by Land & Water Australia, the principles they suggest are:
  • Share what you know and help others learn.
  • Has this been done before? Don’t reinvent the wheel!
  • Collaboration.
  • Synthesis - transfer knowledge concisely rather than overloading your audience.
  • Learning.
  • Team work.
  • Innovation / creativity.
  • Use networks of expertise.
  • Promote knowledge champions.
  • Language - make sure it is appropriate to the audience.
  • Knowledge is volunteered, never conscripted.
  • We know more than we can say, and we say more than we can write down.
  • We only know what we know when we need to know it.
  • Being well connected. The Paul Revere story provides a good example why.

Identifying farm forestry information needs

The farm forestry sector in Australia is diverse and requires information on a wide range of issues. Different groups also like to seek information in a range of different ways. 

This RIRDC study reports on a survey of farm foresters, extension and industry: Who needs information? What do they need: what type of information and what form? How aware are they of existing information? How do they currently obtain information? How do they prefer to receive future information about farm forestry?

The survey found that the key information needs relate to financial, legal and policy aspects; environmental products, services, credits and trading; forestry products and markets; and farming systems including integrating farm forestry for environmental outcomes.

The preferred ways of accessing information about farm forestry were also diverse. Personal advice, along with trials and demonstrations were highly preferred. Written forms of information (web, research reports, newsletters and fact sheets) also rated very highly as preferred means of accessing farm forestry information. Discussion groups were thought to be potentially helpful...

Implications identified by the authors: "To suit the diverse preferences, there is need to make farm forestry information available in a wide range of formats including both written (reports, web, fact sheets) and interactive forms (personal advice, trials and demonstrations, discussion groups and training courses). These need to be specifically tailored to suit the issue and the audience.

Potencian servicios de información agrícola caribeños

“La situación y el panorama de los servicios de información agrícola en el Caribe: construyendo liderazgo y compromiso para emprender acciones conjuntas” es el nombre de la reunión que congregará a 20 especialistas en información del Caribe, el 13 y el 14 de noviembre, en Trinidad y Tobago.

La actividad, organizada por el Instituto Interamericano de Cooperación para la Agricultura (IICA) y el Centro Técnico para la Cooperación Agrícola y Rural (CTA, por sus siglas en inglés), tiene por objetivo lograr una mayor integración entre los servicios de información caribeños y los internacionales.

El Instituto Interamericano de Cooperación para la Agricultura (IICA) fue el encargado de organizar y brindar apoyo técnico a la XIII Reunión del Comité Ejecutivo y la VII Reunión Regular de la Organización de Información de Mercados de las Américas (OIMA), realizadas en Panamá entre el 7 y 10 de octubre reciente.

Feria de difusión de conocimientos para el desarrollo agrícola: convocatoria de propuestas


Biodiversity International, el programa ICT-KM del GCIAI, la FAO, el FIDA y el PMA organizan conjuntamente una actividad de tres días de duración titulada "Feria de difusión de conocimientos para el desarrollo agrícola y la seguridad alimentaria", que se llevará a cabo del 20 al 22 de enero de 2009.

El objetivo de esta actividad es exponer ejemplos de buenas prácticas de difusión de conocimientos en el ámbito del desarrollo agrícola y la seguridad alimentaria.

Sírvase redactar un resumen de su proyecto o iniciativa. Indique su mejor solución para:
  • trabajar en entornos geográficamente descentralizados
  • recoger y difundir conocimientos cuestiones e ideas locales (autóctonos)
  • tratar las cuestiones culturales y de género
  • conservar los conocimientos cuando se retiran los trabajadores
  • establecer relaciones o redes
  • facilitar prácticas de colaboración
  • comunicar internamente

Foire du partage des savoirs pour le développement agricole : appel de propositions


Bioversity International, programme du GCRAI ayant trait aux technologies de l’information et de la communication ainsi qu’au partage des savoirs (ITC-KM), la FAO, le FIDA et le PAM organisent une manifestation de trois jours intitulée « Foire du partage des savoirs pour le développement agricole et la sécurité alimentaire » qui se tiendra du 20 au 22 janvier 2009.

Le but de cette manifestation est de présenter des exemples de bonnes pratiques de partage des connaissances dans les domaines du développement agricole et de la sécurité alimentaire.

Knowledge Share Fair for Agricultural Development: Call for Proposals


Bioversity International, the CGIAR ICT-KM program, FAO, IFAD and WFP are jointly organizing a 3-day event entitled "Knowledge Share Fair for Agricultural Development and Food Security" on January 20 - 22, 2009.

The purpose of the event is to showcase examples of good knowledge sharing practices in the field of agricultural development and food security.

Please write a short story about your project/initiative. How do you effectively:

Learning to set agricultural information priorities

Organisations that produce agricultural information often have to satisfy very diverse needs of many categories of users. With limited resources to produce and diffuse this information, they are forced to make choices. CTA recently developed a methodology to help determine priorities for information services and their management.

The methodology has been validated, adopted and implemented by a wide range of users in various situations. The Priority Information Themes (PIT) methodology is available online as a web-based self-learning tutorial and as a series of downloadable PowerPoint-based self training materials.

The last slide of tutorial 5 summarizes the main issues covered: the rationale for setting priorities; that different target groups and goals may require different types of priorities; two different approaches to setting priorities (priority grid and weighted scoring); and two methods to evaluate implementation (logframes, logic models).

En Chile, comienza ciclo 2008 de capacitación IMARK

Profesionales y funcionarios de las Unidades de Información, ligadas al sector silvoagropecuario de Chile, tendrán la oportunidad de aprender procesos, tecnologías para la creación, manejo y difusión de información digital.

La Fundación para la Innovación Agraria de Chile (FIA) y la Organización de las Naciones Unidas para la Agricultura y la Alimentación (FAO), dieron inicio oficial al nuevo ciclo de capacitaciones para el manejo de documentos electrónicos en Bibliotecas Digitales –orientadas al sector silvoagropecuario-, el cual ofrece, por primera vez, una versión para la Región Metropolitana.

El objetivo de los Talleres de Capacitación en Gestión de Información Agraria:, es capacitar a los funcionarios a cargo de Unidades de Información que formen parte de la RedAgroChile y bibliotecas públicas de la Región Metropolitana.

Las clases se emplean una serie de módulos disponibles mediante el Repertorio de Recursos para la Gestión de Información Agraria (IMARK, por sus siglas en inglés), que FAO se encuentra desarrollando con asociados y especialistas de todo el mundo. El taller en Santiago, combina los módulos en 'Gestión de Documentos Electrónicos' y 'Digitalización y Bibliotecas Digitales'.

Accessing agricultural research information for development

The 2nd Expert Consultation on International Information Systems for Agricultural Science and Technology (IISAST) was held on 23 – 24 September 2007 in FAO, Rome, and organized by seven organizations CGIAR, CTA, DFID (UK), FAO, GFAR, IAALD, and MAE (France).

In January 2008, IAALD joined the other partners at the subsequent planning meeting of the initiative to examine ways forward. The partners agreed that a 'manifesto' would be highly beneficial for the initiative, in terms of laying out the substantive agenda that was being addressed. This could act as a common declaration at a global level on collaboration and consistency between various organizations building, supporting, and maintaining information systems in agricultural research for development.

After considerable discussion, it was also agreed that the initiative should henceforward be known as: 'Coherence in Information for Agricultural Research for Development' – CIARD rather than IISAST. The manifesto is being drafted and will be launched later this year.

Surveying information management and ICT use in LAC agricultural research

IICA’s Medium Term Plan establishes as one of the priority actions of the Area of Technology and Innovation, the promotion of information and knowledge management to support technology innovation processes. Similarly, the 2006-2008 Plan of Action of the Forum for the Americas on Agricultural Research and Technology Development (FORAGRO) includes guidelines for enhancing the capacity to manage agricultural technological information.

To provide some of the background information needed to achieve those objectives, IICA decided to conduct a survey of the agricultural science and technology institutions that are members of FORAGRO.

Targeted at national agricultural research institutes or their equivalent, the survey was designed to ascertain their current practices, capabilities and opinions regarding information management (IM) and information and communication technologies (ICT) related to their technical functions.

This document is not intended to provide an exhaustive analysis of the orientation of the institutions’ IM resources and policies, but rather an initial assessment of how these Latin American and Caribbean institutions manage technical information and harness ICT. As well as providing an overview of IM and the use of ICT in the institutions concerned, the aim is to help generate a shared vision of the importance and usefulness of IM and ICT, and to identify criteria for preparing joint hemispheric strategies to enhance IM capabilities within the regional research system.

Uso y expectativas de la gestión de información técnica y las TIC en las instituciones de investigación agropecuaria de ALC

El Plan de Mediano Plazo del IICA establece para la Dirección de Liderazgo Técnico y Gestión del Conocimiento en el Área de Tecnología e Innovación como acción prioritaria la promoción de la gestión de información y el conocimiento en apoyo a los procesos de innovación tecnológica. Paralelamente, el Foro de las Américas para la Investigación y el Desarrollo Tecnológico Agropecuario (FORAGRO), tiene dentro de su Plan de Acción 2006-2008 la línea de acción 5 en donde se establecen lineamientos con respecto al fortalecimiento de las capacidades de gestión de información tecnológica agropecuaria.

Con el fin de aportar elementos para cumplir con estos objetivos, el IICA se propuso hacer un sondeo en las instituciones vinculadas a la ciencia y tecnología agropecuaria reunidas en FORAGRO, delimitándolo a los Institutos de Investigación Agropecuaria y equivalentes en los países, sobre el concepto, capacidades, uso y expectativas de la gestión de información (GI) y las tecnologías de información y comunicación (TIC) relacionadas con sus funciones técnicas.

Este trabajo no pretende hacer un análisis exhaustivo de cómo estas instituciones han orientado sus recursos y políticas en esta materia, sino ser un diagnóstico inicial que caracterice de modo general cómo las instituciones mencionadas de América Latina y el Caribe (ALC) están gestionando la información técnica y cómo están aprovechando las TIC. Una caracterización general de este tipo permitirá ayudar a generar una visión compartida con respecto a la importancia y aplicación de GI y las TIC, e identificar elementos para elaborar estrategias hemisféricas conjuntas para el fortalecimiento de las capacidades de GI en el sistema de investigación regional.

Sur b2bpricenow.com, les agriculteurs et pêcheurs philippins, munis de leur b2bcashcard, peuvent signer des contrats de vente et déplacer des fonds à moindres coûts directement en ligne ou via leur téléphone portable sans qu’ils ne disposent de comptes bancaires. Ce système leur donne accès au micro-crédit et à des services financiers, d’ordinaire trop coûteux ou absents en milieu rural. Cette plateforme virtuelle diffuse également des informations sur les cours des prix, ainsi que sur les offres de vente et d’achat. Des coopératives-centres d’affaires ou b2bcenters (1 100 en 2008) assurent l’accès des agriculteurs et pêcheurs au système.

Des cartes à puce et pompes à énergie solaire : le projet de Worldwater pour une meilleure gestion de l'irrigation

Aujourd'hui, 40 % de la population philippine n'a toujours pas accès à une eau de qualité. Pour pallier à ce problème, la société Worldwater and Solar technologies a mis en place, dans des zones rurales isolées, des aquameters fonctionnant à l'énergie solaire qui offrent de l'eau peu chère et sans interruption. Le prélèvement d’eau se fait grâce à une aquacard, sorte de carte téléphonique prépayée et débitée lors de chaque utilisation. Les aquameters sont aussi utilisés en agriculture pour la gestion de l'irrigation de petites parcelles. Cette initiative philippine, conçue par Dr. Anand Rangarajan a permis de diviser par 2 voire 5 le prix de l’eau !

Diagnostics Nutritionnels Rapides sur PDA : L’expérience de Action Contre la Faim au Lesotho

30 millions de personnes dans le monde sont en danger de mort pour cause de malnutrition aiguë. Pour agir, Action Contre la Faim, référence mondiale en nutrition, a besoin d'un diagnostic nutritionnel qui soit fiable, rapide et global. C'est au Lesotho qu'un projet d'enquête nutritionnelle, traditionnellement menée sur papier, a été conduit à l'aide d'ordinateurs de poches, les PDA. Cette initiative permet d'étendre la couverture géographique de l'enquête, d'obtenir une meilleure représentativité et une meilleure fiabilité des résultats. Le PDA facilite la centralisation rapide des données et permet une conduite autonome de l'enquête par le personnel local formé à cet effet.

Agricultural ICT success stories from Latin America

In 2007, FORAGRO (Forum for the Americas on Agricultural Research and Technology Development) mobilized several success stories in the use of information and communication technologies (ICT) within agricultural research and technological innovation projects or programs.

This effort was part of a project co-sponsored by the Global Forum on Agricultural
Research (GFAR) as part of its program for promoting information and communications management for agricultural research and development.

The report has now been published (pdf format). It contains 6 case studies:
  • REDesastres: A Cuban contribution to the management of health disasters involving plants and animals
  • An early warning system on Asian soybean rust, Paraná State, Brazil
  • Agricultural Information System for Cauca Valley, Colombia (SISAV)
  • The National Voice Network as a pillar for technological innovation
    and research at Venezuela's National Agricultural Research Institute (INIA)
  • The Electronic Potato Network (REDEPAPA)
  • The Virtual Network on Rural Agro-Industry (PRODARNET)
The cases show how ICTs have made it possible to work in a network, have facilitated the organization, dissemination or exchange of information, and have even favored capacity building.

While each case introduces the project, the role of ICTs in the project, and the lessons learned, the compilers also draw together come cross-cutting lessons:

One of the elements is the importance of choosing the specific ICTs to be used according to the characteristics and needs of the users and the project. In this respect, although there are no universal formulas, several of the cases underscore how significant it is to apply certain mechanisms such as email (in the form of mailing lists or e-groups) rather than focusing on a presence on the Web, when users’ broadband access is limited.

Another point worth stressing is the importance of the effort and dedication shown by the facilitators or organizers of these experiences. The promotion of fluent and productiveexchanges, as well as the ongoing growth of the virtual communities involved by taking advantage of new possibilities and tools as they emerge, are vital for achieving a positive impact.

A final challenge evidenced by the cases gathered here is the need to focus more on the qualitative assessment of information projects. It is necessary to document not just the experiences themselves but also the conditions prevailing before the start of the project. Only then will it be possible to show more precisely the positive impact of the effort.

Casos exitosos en el uso de TIC para la investigación agropecuaria de América Latina

En el 2007, FORAGRO (Foro de las Américas para la Investigación y Desarrollo Tecnológico Agropecuario) recolectó varios casos exitosos en el uso de tecnologías de información y comunicación (TIC) en proyectos o programas de investigación agropecuaria e innovación tecnológica.

Este esfuerzo formó parte de un proyecto copatrocinado por el Foro Global de Investigación Agrícola (GFAR) como parte de su programa para promover la gestión de información y comunicaciones para la investigación y desarrollo agrícola.

Los casos ilustran diferentes formas en que se están aprovechando las TIC para favorecer la innovación tecnológica en el campo agropecuario. Los distintos ejemplos ilustran como estas herramientas han permitido el trabajo en red, han facilitado la organización, la divulgación o el intercambio de información, e incluso han favorecido el desarrollo de capacidades.

A la vez que cada caso hace una introducción del proyecto, el papel de las TICs en el proyecto y las lecciones aprendidas, los compiladores establecieron unos elementos como lecciones en común.

Uno de los elementos es la importancia de escoger las TIC utilizadas según las características y necesidades de los usuarios y del proyecto. En este sentido, aunque no existen recetas universales, varios casos destacan lo esencial que resulta recurrir a mecanismos como el correo electrónico (listas, grupos), en lugar de concentrarse en una presencia en la Web, cuando la conectividad de los usuarios es limitada.

Otro elemento digno de resaltar es la importancia del esfuerzo y dedicación de los facilitadores u organizadores de estas experiencias. La promoción de intercambios fluidos y productivos, al igual que el crecimiento permanente de las comunidades virtuales en cuestión mediante el aprovechamiento de nuevas posibilidades y herramientas conforme van surgiendo, son vitales para lograr un impacto positivo.

Un desafío final puesto en evidencia por los casos aquí recopilados consiste en la necesidad de profundizar en la evaluación cualitativa de los proyectos de información. Es necesario documentar, no sólo las experiencias en sí mismas, sino también las condiciones previas al proyecto. Solo así se podrán demostrar de manera más precisa los impactos positivos de la iniciativa.
