Faciliter l’accès ouvert à l’information scientifique et technique du domaine public est fondamental pour la recherche et l’innovation agricole. Les référentiels et les bibliothèques numériques ouverts offrent aux organisations et aux particuliers des possibilités sans précédent de saisir et de partager les produits de la recherche agricole sous une forme structurée, de promouvoir la transparence et d’améliorer la communication entre les chercheurs et autres groupes intéressés.

Le dernier module d’apprentissage électronique du Kit de ressources pour la gestion de l'information (IMARK) est intitulé : Bibliothèques, archives et documents numériques. Il expose les principes qui permettent de créer et de gérer des bibliothèques et référentiels numériques. Il explique tous les processus utiles à la planification et à la gestion des ressources, et présente les dernières technologies et tendances en matière de gestion et de préservation de données numériques. Les questions pertinentes concernant le cadre juridique du copyright et des droits d’auteurs sont également présentées.

Para contribuir a la investigación y la innovación en la agricultura es fundamental facilitar el acceso abierto a la información técnica y científica de dominio público. La creación de repositorios digitales con documentos a texto completo, ofrece posibilidades sin precedentes para que las organizaciones y los individuos puedan capturar y compartir de manera estructurada los resultados de sus investigaciones en la agricultura. Lo anterior aumenta la transparencia y propicia la comunicación entre los investigadores y demás grupos interesados.

El nuevo módulo de e-learning (aprendizaje electrónico) denominado Bibliotecas, repositorios y documentos digitales, brinda los elementos esenciales para aprender a crear repositorios y bibliotecas digitales. Dicho módulo forma parte del Repertorio de Recursos para la Gestión de la Información (IMARK, por sus siglas en inglés), el cual abarca todos los procesos relevantes para la planificación y asignación de recursos, considerando a la vez lo más reciente en tecnologías y tendencias para la gestión de los datos digitales y su conservación. Cubre además los aspectos más relevantes relacionados con el marco jurídico del derecho de autor y sobre la propiedad intelectual.

Make your agricultural information widely accessible: learn the essentials of open digital repositories

Facilitating open access to public domain scientific and technical information is fundamental for agricultural research and innovation. Open digital repositories and libraries offer unprecedented possibilities for organizations and individuals to capture and share agricultural research outputs in a structured way, to foster transparency and improve communication between researchers and other stakeholder groups.

The newest Information Management Resource Kit (IMARK) e-learning module entitled Digital Libraries, Repositories and Documents, offers learners the essentials for creating and managing their own digital libraries and repositories. It covers all the relevant processes for planning and resourcing, and considers the latest technologies and trends for digital data management and preservation. Relevant issues concerning the legal framework for copyright and intellectual property rights are also covered.

The module is offered online and on CD-ROM free of charge, and is currently available in English only. The Spanish version will be published in June 2011 and the French at a later date. Open access repositories for Indian agricultural research

India’s National Agricultural Research System (NARS) is one of the world’s largest, with 26,178 full-time equivalent research staff functioning in government, public and higher education institutions and universities.

IAALD papers in the Global Agricultural Research Archive

IAALD is one of the first institutional partners to contribute full text content to the 'Global Agricultural Research Archive' of CAB International. The pilot database currently contains over 2,700 full text records.

The archive contains the full text of papers presented at the IAALD 2008 World Congress in Japan. IN the near future, we plan to add papers from the 2010 congress and perhaps the digital archives of the IAALD Quarterly Bulletin.

Outgoing IAALD President Peter Ballantyne is "really pleased that IAALD is part of this new initiative. It is a concrete demonstration of our commitment to CIARD and the principle of making our information openly accessible."

Memoria de RIBDA 2009: Innovación en el acceso abierto a la información agraria y ambiental

La ciudad de Lima, Perú, fue sede de la 15ª Reunión Internacional de Especialistas en Información Agraria y Ambiental, que reunió a más de 210 profesionales en información de las Américas y Europa, quienes debatieron sobre el tema central: “Innovación en el acceso abierto a la información agraria y ambiental”.

El Comité Organizador de presenta la Memoria del evento con el propósito de contar con una primera aproximación sobre los resultados del mismo, además de las conclusiones de los talleres.

Panamá: Red del Campo promueve la creación de la primera biblioteca digital especializada en temas agropecuarios

Mejorar la gestión y el acceso público de la información sobre temas agropecuarios, mediante la creación de la primera biblioteca digital especializada en temas agrícolas y ganaderos, fue el punto focal de una presentación organizada por la Red del Campo.

Esta presentación, realizada por el especialista en gestión de la información y consultor de FAO, Felipe Vera, expuso en su primera parte una evaluación de los servicios que ha estado ofreciendo el portal Red del Campo, recabados a través de la aplicación de una encuesta en línea y entrevistas a otros actores estratégicos del sector, explicó el coordinador técnico de la Red del Campo, Bienvenido Castillo.

Castillo destacó que desde que fuera lanzado a finales de mayo de este año el sitio web Red del Campo, han ingresado más de 49 mil internautas provenientes de todas las regiones del país e incluso hasta del exterior.

Tras la aplicación del estudio se recomienda aprovechar las valiosas bases de datos y documentos ya existentes en las distintas entidades del sector, como el MIDA el IDIAP el IMA y VICOMEX, entre otras, mediante la aplicación de estándares que faciliten y simplifiquen la búsqueda de información.

Federation of Learning Repositories for Agriculture, Food & Environment (AgLRs)

A training course entitled "Federation of Learning Repositories for Agriculture, Food & Environment (AgLRs)" was held in Budapest, Hungary on November 2nd-5th, 2009 by the Agricultural Learning Repositories Task Force (AgLR-TF).

This Course was targeted to technical personnel of existing/operating AgLRs or of organizations and initiatives producing learning resources of rural interest who wish to set up an AgLR.

The course has been made possible by the collaboration between two European eContentplus projects (Organic.Edunet and ASPECT) and the Food & Agriculture Organization (FAO) of the United Nations. This event was hosted by the FAO Sub-regional Office for Central and Eastern Europe (SEUR) in Budapest.

Miembros de Red del Campo se capacitan para construir Bibliotecas Digitales

Funcionarios pertenecientes a diversas instituciones y organizaciones vinculadas al sector agropecuario como el IDIAP, CIDES, MIDA y Contraloría General de la República se capacitaron en el sistema integrado para la construcción de Biblioteca Digitales denominada Greenstone.

Felipe Vera, chileno y consultor especialista en gestión de información de la FAO, explicó que el foco principal de este proyecto, es que los productores agropecuarios sean parte de los esfuerzos que desarrolla el gobierno para dar acceso libre a la información.

Los participantes buscan adaptar nuevas tecnologías con el objetivo de implementar la primera biblioteca virtual nivel nacional en temas agropecuarios que formará parte del portal “Red del Campo”, operado a través del acuerdo de cooperación técnica de FAO con el Ministerio de Desarrollo Agropecuario (MIDA), Ciudad del Saber y CIDES.

La capacitación en Greenstone culminó el desarrollo de una consultoría en Gestión de información realizada en el MIDA, la Red del Campo y sus miembros. Se prevé que la pagina “Red del Campo” sea pionera en utilizar este valioso recurso, la cual involucrará a varias instituciones gubernamentales.

The aim of the Winter School will be to provide developers of learning content, tools and repositories with technical expertise necessary to connect to federations of learning object repositories such as Organic.Edunet, the Learning Resource Exchange (LRE) or Ariadne, using best practice and state-of-the-art standards as recommended in Best Practice Networks such as the ASPECT project.

Foro de Intercambio sobre Repositorios Digitales entre Chile y Colombia

Los Foros temáticos en Línea son un esfuerzo conjunto de FIA y FAO que tiene como objetivo intercambiar opiniones, experiencias y buenas prácticas en torno al desarrollo y uso de Repositorios Institucionales entre los participantes, en su gran mayoría integrantes de RedAgroChile y también por primera vez, cuenta con la participación de integrantes de la Red de Información y Comunicación del Sector Agropecuario (AGRONET), conformada por especialistas en Gestión de Información Agraria de Colombia.

El primer tema planteado en el Foro son los Repositorios Institucionales. Participan expertos en el tema como la Dra. Imma Subirats quién es especialista en información de FAO.

Para el desarrollo del Foro, FIA ha implementado una plataforma basada en software libre disponible en al plataforma de Innovación Agraria. El foro se realiza desde el 24 de Septiembre al 22 de Octubre de 2009.

E-Forum facilitates exchange between Chile and Colombia on Digital Repositories for Agriculture

The E-Forums are a joint effort of the FIA and FAO that aims to exchange views, experiences and best practices around the development and use of institutional repositories among participants, mostly members of RedAgroChile and also for the first time with the participation of members of the National Information and Communication Network for the Agricultural Sector (AGRONET), comprised of a community of Agricultural Information Management Specialists in Colombia.

The first issue raised in the Forum are the Institutional Digital Repositories. Participating experts in the field as Dr. Imma Subirats, FAO's information specialist.

For the development of the Forum, FIA has implemented a platform based on open source software available at www.innovacionagraria.cl/servicios/foro

The forum takes place from September 24 to October 22, 2009.

Miembros de la REDAGROCHILE reciben capacitación avanzada para la construcción de Bibliotecas Digitales

Profesionales de información de la Red en Chile pueden diseñar e implementar “repositorios digitales abiertos” para el sector agrícola.

El II curso brindó a los miembros de REDAGROCHILE, herramientas avanzadas en el diseño, construcción y gestión de Bibliotecas y recursos digitales mediante el sistema Greenstone, considerando sus aspectos técnicos y prácticos para su implementación. Durante el desarrollo del curso los alumnos realizaron instalaciones de los software necesarios e identificarán el lenguaje de formateo y comandos del sistema.

El curso es organizado por la Fundación para la Innovación Agraria (FIA), la Organización de las Naciones Unidas para la Agricultura y la Alimentación (FAO) y con el apoyo de la Universidad de Chile. Este se efectuó del 8-10 de setiembre en dicha Universidad.

Greestone es una suite de software para construir y distribuir colecciones de bibliotecas digitales que ofrece una forma de organizar información y publicarla en Internet o medios extraíbles (por ejemplo CD-ROM/DVD).

Open access to Indian AgInfo: Progress, barriers still to overcome

"It is paradoxical to note that despite the intent of scientists to make their published research as widely be read as possible, most of the world cannot access their work."

A paper by Paraj Shukla and Anand P. Singh for the 2009 IFLA Congress give a broad account of current open access initiatives in Indian agriculture.

They highlight some problems and barriers to the adoption of open access:

"There is a greater need of changing the mindset of researchers and policy-makers regarding
the public-funded research and access to information." The authors argue that generating sufficient "will" for open access in the scientist community is hampered because:

• Scientists mostly are ill-informed about copyright and prior-publication issues and fear losing opportunity of publishing their work in a high impact journal.
• Scientists are apprehensive that due to swift spread of OA concept, publishers of the ‘elite’ journals would change the subscription-based model of revenue to ‘author pays’ and levy charges for publication.
• Many scientists think website to be an adequate substitute for repository and lack understanding of advantages of using institutional repositories.
• Many scientists do not understand data on the impact of their work and how their performance compares against peers.
• Level of awareness about OA and its inherent advantages is low amongst scientists; even if they are aware, they have little understanding of self-archiving modes and methods.

These barriers in the science community are further compounded, they argue, by:

• Confusion and lack of awareness amongst Library & Information Science professionals about technical and functional differences between Digital Library, Archive, Repository, etc., and their respective uses.
• Policy makers and administrators have little understanding of both physical and functional aspects of repositories.
• At many libraries and network centres of agricultural institutions, minimum scalable infrastructure for establishing repositories is not available.
• Availability of trained manpower for creating and maintaining repositories is a problem at most of the institutions. Many agricultural institutions lack an independent cell for IT-related support.
• Most of the agricultural institutions seldom collect feedback from the scientists regarding their needs and preferences. It is important to incorporate the latter into implementation of OA.
• The need of compliance with OAI-PMH protocol is not appreciated by policymakers. Free access is often confused with OA.

Open Access enhances accessibility and citation impact

A paper at the 2009 IFLA Congress compares the citation impact of open access (OA) and non open access (non-OA) agricultural research outputs.

Kayvan Kousha and Mahshid Abdoli from Iran posed themselves three research questions:

1. At the article level, is there significant difference between citation counts of OA and non-OA articles appearing in non-OA journals index by ISI?
   
2. At the journal level, is there significant difference between the Impact Factors of OA and non-OA journals as reported by ISI Journal Citation Reports?
   
3. Do OA publications deposited online by FAO tend to attract higher citations than its non-OA publications in the same year?

While mentioning some limitations, the answers they found are:

1. "The results showed that there is an obvious citation advantage for self-archived agriculture articles as compared to non-OA articles." - "results indicate that self-archived research articles published in the non-OA agriculture journals could attract nearly two times more citations than their non-OA counterparts."


2. "At the journal level, the average Impact Factor for OA agriculture journals during 2005-2007 was 0.29, considerably lower than the average Impact Factor for non-OA journals (0.73). - "although at the article level self-archiving could considerably increase articles’ citation impact in the same non-OA journal, this does not imply that open access journals themselves have a higher Impact Factor than non-OA journals."


3. "FAO publications which were freely accessible online tended to attract more citations than non-OA publications in the same year."
