Establishing an agricultural information system in Iran

In April 2007, the Ministry of Jihad-e-Agriculture Think Tank (MJTT) reviewed the first steps of the Agricultural Information System of Iran (AISI) project (established in July 2006).

The project is based on a thorough review of agricultural information systems in the country, comparative methods in establishment of agricultural information system in other countries , and a study of modern methodologies, in particular knowledge management, for agricultural information system development in Iran.

The April 21 workshop was organised around four presentations – "The necessity of Agricultural information system establishment", "The methodology of agricultural information system establishment in Iran", "Cognition states in agricultural information system establishment in Iran", and a panel discussion on "Cooperative protocols in Agricultural information system of Iran (AISI)."

The necessity of Agricultural information system establishment: competitive benefits. Amir Abbas Moazzen, AISI project manager, said that "Information systems have the main role in the economic conditions, especially in agricultural economics. Economic aspects of information systems consider cost-benefit, cost-effectiveness and value factors. Short-term goals of AISI project focus on cost-benefit and cost-effectiveness factors. Therefore, information system will provide competitive benefits of agricultural industry in Iran." He continued "Vital flow of information is very important in agricultural section, for example data, information and knowledge flow are the main factors in agricultural mechanization strategies."

The methodology of agricultural information system establishment in Iran: Askar Norozi, AISI project cooperator, explained the history of information system development in Iran and other countries. He focused on agricultural information system in the world and said that the "information system of agricultural section is necessity in agricultural strategies in Iran. The necessity of information system is derived from integration and unity, leadership and management, avoidance of parallel activities and enhanced information usage in agricultural section."

He continued: "the result of researches and studies on information system in Ministry of Jihad-e-Agriculture show various challenges: The first is macro challenges, the second is context management challenges, the third is technological challenges, the fourth is organizational challenges and the fifth is human resource challenges. The main challenge in information system is the lack of systematic relations between information system units in the Ministry of Jihad-e-Agriculture organizations and agricultural section." He confirmed that "the results of research and studies on methodology of information system development show that knowledge management is the best way for unity thought development in agricultural information system in Iran."

Cognition states in agricultural information system establishment in Iran: Maziar Amirhosseini, AISI project cooperator, reported on the theoretical base of information system development in Iran. He said that "we determined the national theoretical base for agricultural information system in Iran. We try to consider philosophical models for knowledge theory and prepared special Iranian models for agricultural information system in Iran.

Our thought is covered in three steps: The first step is macro ontology, which is derived from ancient Iranian philosophy and Islamic philosophy and talks about existence cognition, the second step is epistemological thought, which is derived from knowledge theory of Immanuel Kant, and the third step is micro ontology, which is pyramidology thought in virtual organization of agricultural information system of Iran. Our micro ontology is the form of unity thought, which is presented in the form of pyramid. This pyramid includes systematic relations between all of the organizations in the Ministry of Jihad-e-Agriculture which are in charge of information duty. The relations between these organizations with agricultural section are planned in our pyramid."
