Social media guidelines for your organization - check these from IFAD

If your organization are using 'social media' like blogs, twitter and the like, then a set of 'social media guidelines' from IFAD will be a source of ideas and good practice.

The guidelines are for IFAD staff and consultants. The guidelines give practical advice on how to engage with social media tools such as Facebook, Twitter, Flickr, Picasa, YouTube, Blip, Slideshare, Wikis, Blogs and others.

As well as information about how IFAD uses the various tools, it is very useful in showing how an organization keeps different tools active, deals with comments, and how individuals working for IFAD should engage online.

Rural knowledge networking in Asia - the ENRAP experience

ENRAP Knowledge Networking for Rural Development in Asia-Pacific Region was a network formed as a partnership between IFAD (International Fund for Agricultural Development) and IDRC (International Development Research Centre) to support knowledge sharing amongst the poverty alleviation projects and partners of IFAD located in the Asia-Pacific region.

Over the past ten years, ENRAP fostered links between communities, IFAD project and partner staff, policy makers, research institutions and innovators. In the process, it pioneered a number of methodologies and innovations to create a vibrant network of relationships and explored direct links between knowledge access and rural livelihoods.

ENRAP's work in motivating isolated communities and helping them to build capacity for knowledge sharing has important lessons for all those engaged in the development sector. A full account of the evolution of this network, and the challenges of bringing together remote communities across barriers of language, poor connectivity and resource constraints, is available on the ENRAP web site.

Do ICTs enhance rural livelihoods?: Research findings from a study in Asia

IDRC with IFAD–ENRAP have been researching and generating evidence for the influence or change-making potential of ICTs on rural livelihoods in Asia - in a rigorous way.

Seven research proposals – a combination of action-research pilots and ex-post evaluations - were supported (one is still on-going) over 2009-2010 after an initial scoping study and subsequent consultation with a set of researchers and practitioners. While six research pieces look at farmers and farmer livelihoods, one also looks at improving access to jobs for rural casual wage labor by better matching of skills and job requirements.

Six of the seven research studies have recently reached an important milestone. Researchers have put together their findings. And even though in case of action research pilots, the research is ongoing, they have some interesting results to share. Briefs on each of the research studies and full papers are available at: http://www.enrap.org/research/icts-for-livelihoods-research/icts-for-livelihoods-research-papers/.

The papers include:

Connecting to Work: Non-agricultural livelihood opportunities for Rural Labour: Sri Lanka (wage labour)

Livelihood Solutions through Mobile Technology: An Assessment of LifeLines in India by IRRAD

Crop Nutrient Management Decision Support System: India

Impact Assessment of the e-AGRIKultura Project: Philippines

Evaluation of Rural Information Project for the Promotion of Agricultural Livelihood in Rural Community in Ningxia of China by AII

Price Transparency in Agricultural Produce Markets: Sri Lanka

Highlands communities in Peru coming online

IPS reports that rural communities in southern Peru are beginning to take advantage of the internet to acquire new knowledge and increase their income. But the use of computers in rural areas faces numerous challenges, from illiteracy to fear of the unknown or questions about the sustainability of these new communications initiatives once they are left in local hands.

This initiative, which received funding from IFAD until the end of 2008, was considered by the U.N. agency to be one of the most successful experiences undertaken around the world, since it made it possible for more than 80,000 families to develop value-added agricultural production activities through the use of the internet.

"In rural areas there are many challenges, because you have to deal with illiteracy, with guaranteeing the sustainability of the project through a commitment from the local authorities, and with a lack of capacity for maintaining the service," explained Luis Andrade of the Sierra Sur project.

Setting up an agricultural portal

Roxanna Samii explains features of the 'Portal approach' used by IFAD for its Rural Poverty Portal:

Demand-driven: The Portal's content is continuously evolving to meet the needs of its audiences.

Single repository for one-stop learning and sharing: The Portal is fully integrated with IFAD corporate databases and uses a single repository to store content.

Input once, use many: Once the information is indexed and stored in the repository, it is displayed and disseminated in multiple locations through a tagging system.

Field-friendly: Colleagues in the field and in country offices may directly submit their knowledge and learning.

Supported by a content management system: It enables users to create, edit, manage and publish various types of content (such as text, graphics, video), while being guided by a set of rules, processes and workflows that ensure a coherent and validated website appearance.

IFAD Strategy for Knowledge Management

This knowledge management strategy is one of the key deliverables of IFAD’s Action Plan for Improving Its Development Effectiveness.

Its aim is to provide IFAD with the framework and tools required for development effectiveness in a context of dramatic transformations that are changing the face of world agriculture and of rural poverty.

This strategy is based on two key premises:
  • An institution’s strategy for knowledge management must be firmly rooted in its core competencies, embedded in its work processes and linked tightly to its main products. Successful knowledge management strategies build on existing assets.
  • While appropriate hardware is essential, the key to successful knowledge management is found in the culture and mindsets of an organization. The right mix of incentives is, therefore, critical.
The strategy has four strategic components: strengthening knowledge-sharing and learning processes; equipping IFAD with a more supportive knowledge-sharing and learning infrastructure; fostering partnerships for broader knowledge-sharing and learning; and promoting a supportive knowledge-sharing and learning culture.

Targeting learning and knowledge sharing in natural resource management

"Central to the process of development are the concepts of learning to learn and sharing knowledge."

IFAD recently published a short report on 'Community-based natural resource management' - that explores and shows how knowledge has been "managed, disseminated and used" in various of its projects in recent years.

It argues that planners and implementers of natural resource development projects need to 'target learnng.' In the past they have not always profited from the lessons learned – either information is lost or it is not easily accessible or changing circumstances may limit its value. "Whatever the reason, learning from the past still makes sense. Knowledge does not wear out – although it is sometimes difficult to find, synthesize and use."

The report brings twelve case studies that show how knowledge is managed, disseminated and effectively used by others. "They show that people can learn to learn and that learning is crucial to reducing poverty and to meeting the development challenges ahead."

The cases - from Niger, Peru, Cameroon, India, The Gambia, Bangladesh, Tanzania, Morocco, China, West Africa, Venezuela and Madagascar - are complemented by a short article bringing together some of the lessons on learning that are brought to the fore by the projects.

On 'Learning to learn':

Learning by doing is widely accepted as the most effective way of learning. However, it is a process and not a blue-print.

With the right inputs and stimulus, people can and do learn from each other.

People learn when they are motivated to learn, and empowerment can help create this condition.

On 'Lessons in learning':

Learning can take many forms, often several approaches are pursued simultaneously in order to achieve results.

‘Reinventing the wheel’ is is often seen as a failure to take advantage of what has gone before, it can also be an asset. Learning in this way can take people back to the fundamental principles of what they are doing, and this helps build stronger foundations, ownership and empowerment.

A long-term commitment, often slow, with setbacks, helps create the most favourable conditions for sustained learning.

Often, an outside stimulus provides the catalyst for development. It is important to recognize that many other ingredients are needed to create the right recipe: Identifying the ingredients, knowing how to mix them and then adding the outside stimulus are the keys to sustaining the learning and development process.

The circumstances must be right if people and institutions are to learn and to benefit from learning. People must have the desire to take up new ideas and learn new skills; organizations must be ready and willing to reform their institutional structures; poicies must be shaped to create an enabling environment.
