Mobile devices, telecenters and policy regulation

At the recent IAALD congress, Paul Barera from the Rwanda Telecentre Network described at the CTA workshop on m-agriculture how mobile devices can provide another communications and information channel for rural communities, one that can also support telecentre revenue models.




Koda Traore of CTA, interviewed at the IAALD Congress 2010, takes this further and describes how mobile devices extend the definition of telecentres beyond being simply a geographical point to an "IT service centre". In this concept, mobile phones are a value adding channel for teleservice operators and rural communities, taking information directly into homes. This is well demonstrated in the Grameen Foundation programme, whose positive evaluation was reported earlier in IAALD blog.




Surprisingly, perhaps, there is no mention of policy issues in the Grameen evaluation. Koda Traore's emphasis on the importance of policy regulation to ensure equity in the spread of m-services is echoed by Anju Manjal in talking about the very different geographical context of the Pacific region.




CTA is continuing its m-agriculture research programme and plans a second Observatory on the subject later this year, probably in Southern Africa. For more details contact K.Painting at CTA.

Reaching the unreached: Community based village knowledge centres in India

Suchit Nanda and Subbiah Arunachalam from the MS Swaminathan Research Foundation have just released a book entitled Reaching the unreached: Community based village knowledge centres and village resource centres.

Since 1992, the Foundation has pioneered ICT-enabled development activities through Village Resource Centres (VRCs) and Village Knowledge Centres (VKCs). They use both traditional and modern technologies to provide necessary information/knowledge to the rural communities. The book tells the stories of the people who work with and eenfit from these centres. It also sets out steps needed to establish a successful rural telecenter of this type:

Brasil: Programa capacitará jovens da cidade e do campo

Lançado oficialmente em meados desta semana pela Prefeitura do Apodi via Secretaria de Assistência e Desenvolvimento Social, o Programa Telecentro Comunitário de Inclusão Digital “Eu Cidadão”, capacitará anualmente 2.640 alunos de forma gratuita a jovens da cidade e das comunidades rurais do município com vários cursos de informática.

Todos os alunos atendidos pelo Programa de Inclusão Digital “Eu Cidadão vão receber material didático. A Prefeitura do Apodi fará a manutenção do Programa juntamente com as comunidades beneficiadas com o benefício. A maioria dos Telecentros Comunitários vai ser conectada à Rede Mundial de Computadores – INTERNET o que facilitará um intercâmbio com outros telecentros.

Municipios en República Dominicana se unen a las comunidades rurales con acceso a Internet

Dos municipios reciben dos Centros Tecnológicos Comunitarios m(CTC), con los que suman un total de 56 centros ubicados a nivel nacional. “Este CTC es un aporte al futuro del pueblo, con el que se puede encauzar el porvenir de los jóvenes y se pueden desarrollar las capacidades. Los jóvenes de la comunidad de Miches nos comprometemos a esforzarse para lograr el propósito que usted tanto anhela”, afirmó la joven Johanny Díaz Santana, hablando en representación de la juventud de esa comunidad.

Con estos centros la primera dama busca que los usuarios tengan la oportunidad de mejorar sus técnicas productivas, agrícolas y pesqueras, además de acceder a servicios de educación sin tener que desplazarse lejos. También podrán realizar el bachillerato en línea, a través del programa Bachinet, que promueve su Despacho.

Ministerio de Educación en Bolivia instala telecentros en comunidades rurales

El Ministerio de Educación anunció la inauguración de 9 Telecentros Educativos Comunitarios, uno en cada departamento, en el marco del Programa de Nuevas Tecnologías de Información y Comunicación (TICs).

Se ha previsto instalar otros 59 telecentros más en todo el país, hasta fines de diciembre, para completar un total de 189 unidades.

Colombia y sus campesinos más conectados por los telecentros

Con el objetivo de que más colombianos tengan acceso a un computador, el avance en sus tecnologías y en la rapidez de las comunicaciones, el plan TIC busca abrir cerca de 1.700 Telecentros en todo el país.

El objetivo del Ministerio de Comunicaciones es que antes de que termine el año, millones de colombianos, sobre todo campesinos, tengan la oportunidad de conocer un computador, aprender a manejarlos y que experimenten por primera vez cómo es el manejo de la Internet.

“Este es un ambicioso programa con el cual se inaugurarán cerca de 1.700 Telecentros en todo el país, donde se desarrollarán proyectos de índole comunitario, asociativo o productivo que permitan incorporar el uso de las nuevas Tecnologías de Información y Comunicación, TIC, en beneficio de la población menos favorecida”, aseguró la Ministra de Comunicaciones, María del Rosario Guerra.

Inclusão digital prevê 3 mil telecentros em todo Brasil

A experiência implantada na primeira reserva extrativista homologada do País, poderá ser estendida a mais 300 localidades em 56 unidades de conservação. Elas fazem parte de um projeto do Governo Federal que prevê a instalação de mais três mil telecentros em vários estados. Recursos da ordem de R$ 250 milhões serão liberados para os ministérios envolvidos no programa de inclusão digital.

Além do atendimento às populações isoladas e que dependem de atividades econômicas nas UCs e suas proximidades, os telecentros funcionam como ponto de apoio, facilitando a comunicação estratégica com as unidades. A proposta do MMA inclui uma plataforma de comunicação estratégica para auxiliar tanto os gestores dos parques quanto os agentes ambientais, parceiros na fiscalização e preservação dos parques e reservas extrativistas. O ICMBio está finalizando a lista de UCs prioritárias para receber os novos telecentros.

O GTI deverá articular as ações para a instalação dos três mil telecentros previstos, mas o MMA instituirá, também, um comitê de caráter permanente formado por representantes da Saic, da Secretaria de Desenvolvimento Rural Sustentável, da Secretaria de Biodiversidade e Florestas, da Secretaria de Recursos Hídricos e Ambiente Urbano e do Instituto Chico Mendes de Conservação da Biodiversidade. O comitê será responsável pela gestão dos telecentros em atividade e pela otimização do uso dos telecentros para o fortalecimento das ações do MMA, como gerenciamento de recursos hídricos, educação ambiental, conservação e uso sustentável da biodiversidade.

Cibermóvil en España acercará las nuevas tecnologías al medio rural

El Cibermóvil es una iniciativa para informar y formar a los ciudadanos sobre el uso “razonable” y “seguro” de las Tecnologías de la Información y Comunicación. Este ha recorrido ya una treintena de municipios de Castilla y León y recibido la visita de más de 10.000 personas.

El trailer más de 140 metros cuadrados está dividido en diferentes áreas de contenido. Este proyecto busca enseñar y formar a todos los ciudadanos para disfrutar de una navegación segura en Internet, teléfonos móviles, televisión y videojuegos. Se hace hincapié en las ventajas de internet, las ventajas y desventajas de la telefonía móvil, algunas recomendaciones para padres y educadores relacionadas con los videojuegos o el Programa Aprende, centrado en el trabajo con niños y padres, sobre el uso seguro y responsable de las nuevas tecnologías, con fines educativos.

Rwanda: Cisco to set up academies in rural areas

In Rwanda, RDB-IT has entered a partnership with Cisco Networking Academy to empower community telecentres as local academies to provide IT skills to communities in the countryside.

Cisco Networking Academy, now conducting a training programme for telecentre managers, is an innovative education initiative that delivers information and communication technology (ICT) skills to improve career and economic opportunities around the world.

According to Alphonse Zigira, the Director in charge of Rural Community Access, technicians and managers of the community centres are undergoing a continuous training programme designed for their empowerment in terms of redelivering IT skills, providing ICT support to the communities as well as effective management for the centres.

AgInfo innovation and communication among African farmers

A project to examine the state of local content in developing countries is starting to attract examples and stories from Africa.

"Rural people in Africa have amazing knowledge and wisdom, often expressed through proverbs, idioms, song, pottery and poetry, among other methods."

"The big question again is do we still need to be investing in tools, approaches, systems that facilitate vertical flow of information from research to farmers or we need to look for, and develop systems that facilitate horizontal communication among these farmers to be able to solve their problems?"

These contributions by James Nguo, Charles Dhewa, and Ben Kwasi Addom highlight some of the opportunities and challenges rural communities have in creating and exchanging 'their'knowledge and information.

Le pérennité des télécentres ruraux

Koda Traoré du CTA explique les leçons tirées du projet TelecentresAfrica, mis en place par le CTA. Le problème de pérennité des télécentres ruraux est le résultat d'un manque de contenus pertinents et de diversification des services, et de l'insuffisance de « l'appropriation sociale » des services des télécentres par les communautés locales.


Il souligne également le besoin d'élaborer des stratégies d'élargissement et des plans de développement commercial.

Sustaining rural telecentres in Africa

CTA's Koda Traoré introduces lessons from the TelecentresAfrica project of CTA.

He explains that the unsustainability of rural telecentres emerges from their lack of appropriate content, lack of diversified services, and insufficient social 'appropriation' of the telecentre services by the local communities.


He also highlights the need for scaling up strategies and business models, moving beyond pilots and short-term donor funding.

He outlines CTA priorities to support these telecentres: First, capacity strengthening to manage telecentres. Second, to sensitize ICT policy planners regarding the important role of telecentres. Third, to support existing telecentres to become more sustainable.

Kenya's Cybercafé in a container: rural mobile internet stations

The lives of Maasai men and women in rural Kenya’s community will never be the same now that they have access to maarifa – knowledge in the Kiswahili language.

Launched in April by the Arid Lands Information Network (ALIN), the new Community Knowledge Centre lies in the heart of Maasai country and is the newest of four containerised community knowledge centres in the region.

Men and women from the local communities can now walk over to the station from their village to surf (or learn to surf) the internet and ALIN’s website to learn about better agricultural practices, marketing, environmental management, as well as content generation and dissemination including the cultural knowledge of the Maasai.

The centre will also facilitate delivery of e-Government services, e-Education and support skills-building among the youth from the area.

Malaysian pilot project bridges rural-urban digital gap

A pilot project aimed at bridging the digital divide between rural and urban areas is showing positive results.
Since the "infosti@mosti" centre was opened in February, 800 people had been taught basic computer skills and 2,000 registered as regular users.

Science, Technology and Innovation Minister Datuk Dr Maximus Ongkili said: "If the pilot project proves successful, the ministry will roll out more centres under the 10th Malaysia Plan."

Ongkili said this after attending a briefing at the centre on Saturday where he stressed that Infosti@mosti was content and application-driven, allowing the community to access and understand the potential of technologies, products and services available from the government, industries and the world market.

"Besides providing access to government online services, Infosti@mosti is also an online advisory centre for information on new technologies such as agricultural, industrial, e-commerce and e-services."

Ongkili, however, lamented the poor Internet connectivity in rural districts as a major hindrance in efforts to bridge the digital gap.

República Dominicana: Indotel lleva tecnología digital a zona montañosa

La nueva sala tecnológica que inauguró el Instituto Dominicano de las Telecomunicaciones (Indotel) en Chichiguas de Gurabono solo es la número 59 que ha instalado la institución en Santiago, sino que se ha constituido en una novedosa fuente de acceso al conocimiento para cientos de niños, niñas, jóvenes y adultos de esta montañosa comunidad del Cibao. Se señala además que Indotel ha logrado reducir la brecha tecnológica a nivel nacional con la instalación de más de mil salas tecnológicas que han impactado a cientos de miles de dominicanos que ahora tienen acceso a computadoras y en muchos casos a Internet de alta velocidad.

El senador Domínguez Brito afirmó que en República Dominicana se registra "una revolución en el área de la tecnología...verdaderamente en la República Dominicana se ha iniciado una revolución en el área de la tecnología, de la formación y la capacitación; si hoy disponemos de mejores recursos humanos en el área tecnológica se debe al esfuerzo del Indotel, de su presidente y a todo el empeño de todo el equipo que ha venido trabajando, laborando y desarrollando todo este sistema", enfatizó.

El legislador Víctor Suárez anunció asimismo que gestiona llevar el sistema de comunicación inalámbrica Wi Fi a Gurabo, a fin de que la niñez, la juventud y moradores de esta comunidad tengan acceso a Internet gratis y, por ende, a bibliotecas virtuales, cursos de inglés en línea y otros beneficios del conocimiento.

Communicating research findings to rural people

The DFID-supported Research Into Use Programme (RIU) has published a collection of stories (PDF format) that show how information information about new ways of doing things is communicated to rural people in developing countries.

The authors argue that these success stories demonstrate the importance of having an appropriate strategy. "In each case, the people who had a message they wanted to communicate carefully ... They painted a clear picture of their target audience and found out, often by doing research, who or what they listened to, looked at, read and trusted. They also looked for communication professionals who could help craft messages that would 'push the right buttons' with the audience ... They realised that they would need a variety of partners, and looked around to find and team up with them."

This last issue - partnership and a recognition of the role of various intermediaries - is indeed critical and is picked up again by the authors in the conclusion to their introductory article:

"Above all, communication is a partnership. The role of researchers and extension workers is mainly to provide information or 'content' in the first place and be there to reply to questions and requests for more information. Researchers and extension workers need partners who are journalists,broadcasters, science writers, communication experts, or even actors or singers, to craft messages from the content they provide. They need partners in the public and private sectors to construct and manage TV and radio infrastructure, telecentres, mobile phone networks, newspapers and other communication channels to get the messages out. Success comes from getting partners with different talents together around a common objective."

Unfortunately, to see the contents and read the different stories, readers need to download the entire PDF document. How much better could our access have been if the publishers gave us direct html access to each story, on a wiki or blog perhaps.

Anyway, to give a flavour of the contents, here are some of the stories:

An extended sharing model to provide ICT services to the rural poor

The shared access model through telecentres, phone kiosks or multiple community centres has become the standard way to cope with financial problems in providing ICT services to the poor in rural areas of many developing countries.

By an investigation into the Grameen Village Phone program in Bangladesh from a sharing perspective, this study suggests an extended sharing model. Sharing can be applied not only at the access points, but also can be applied at all stages in the process of ICT services provision, including function sharing and cost sharing at each function. This study also proposes an action framework towards implementation of the extended sharing model for ICT projectsfor the poor.
