Hogares rurales en Perú: 36.5% cuentan con celular y 0.1% con Internet

El Informe Técnico "Tecnologías de Información y Comunicación en los Hogares" trimestre: abril-mayo-junio 2009, revela que el 36,5% de los hogares del área rural tienen celular, es decir, aumentó 12,3 puntos porcentuales, respecto a similar trimestre del año anterior que fue de 24,2%.

El Informe también indica que en el área rural, sólamente 0,1% tienen acceso a Internet en sus hogares.

FAO releases software for Land Cover Classification System (LCCS)

The software is freely distributed by FAO (latest version is 2.4) through a self-extracting executable file that produces the entire set of files necessary to run the setup. [Details..]

LCCS is the only universally applicable classification system in operational use at present. It enables a comparison of land cover classes regardless of data source, economic sector or country. The LCCS method enhances the standardization process and minimizes the problem of dealing with a very large amount of pre-defined classes.

Classification Concepts and User Manual
The LCCS software manual provides information on the classification concepts and the practical software use. The first part of the manual fully describes the LCCS used definitions and the conceptual basis. The second part of the manual deals with the LCCS operative use, from installation to extensive explanation of the functioning mode of each one of the program modules.

Farmers in Indonesia surf the Internet

In Indonesia, an Agency has launched a cyber-extension program to facilitate guidance counselling for farmers via the Internet.

The article informs that this is part of an advanced program. Agricultural extension through the cyber extension program is counselling by using the Internet. Counselling can be carried out at the office, but farmers involved in the program can learn from their own villages

Municipios en República Dominicana se unen a las comunidades rurales con acceso a Internet

Dos municipios reciben dos Centros Tecnológicos Comunitarios m(CTC), con los que suman un total de 56 centros ubicados a nivel nacional. “Este CTC es un aporte al futuro del pueblo, con el que se puede encauzar el porvenir de los jóvenes y se pueden desarrollar las capacidades. Los jóvenes de la comunidad de Miches nos comprometemos a esforzarse para lograr el propósito que usted tanto anhela”, afirmó la joven Johanny Díaz Santana, hablando en representación de la juventud de esa comunidad.

Con estos centros la primera dama busca que los usuarios tengan la oportunidad de mejorar sus técnicas productivas, agrícolas y pesqueras, además de acceder a servicios de educación sin tener que desplazarse lejos. También podrán realizar el bachillerato en línea, a través del programa Bachinet, que promueve su Despacho.

Chile y Ecuador firman convenio de cooperación espacial en agro

Adital - El Centro de Información de Recursos Naturales (CIREN) del Chile firmó un convenio con el Sistema de Información Geográfica y Agropecuaria (SIGAGRO), de Ecuador, para actualizar información cartográfica a diferentes escalas y niveles de resolución.

Según el director ejecutivo del CIREN, Rodrigo Álvarez Seguel, "este acuerdo persigue inventariar recursos como suelo, clima, agua, vegetación, infraestructura básica y de apoyo a la producción; producir información temática como mapas de amenazas naturales, erosión, gestión de riesgos, inundaciones, suelos, uso actual y cobertura vegetal entre otros a diferentes escalas. La mirada general busca mejorar la explotación sustentable de los recursos y promover conservación y preservación de los mismos".

Social networking sites to facilitate contact between young agricultural leaders in the America

A recent article explains how some 70 young people from throughout the Americas will use popular social networking sites such as Facebook and Twitter to share information on leadership in agriculture and other topics of interest to the region, which, they assured, will enable them to work together in addressing problems shared by the countries.

“We want to promote new means of communication focused on creating community and, by doing so, encourage learning,” said Hernan Chiriboga, Coordinator of the Center for Leadership in Agriculture.

In addition to Twitter and Facebook, the young people joined the Virtual Community of Practice of the Center for Leadership, which helps share information of importance to the agricultural sector.

Information, knowledge and communication in the new CGIAR strategy

The international agricultural research system of the CGIAR is undergoing a large transformation. A recent Progress Report No. 4 "presents interim findings and proposals of the Strategy Team for review and discussion."

The proposed 'Strategy and Results Framework' introduces seven interlinked Mega Programs and two platforms — gender and capacity strengthening - that will serve as the building blocks for the work of the 'new' CGIAR.

How do information, knowledge, ICTs and related areas fare in these proposals?

Mega-Program 3 is titled 'Institutional Innovations, ICTs, and Markets.' Its focus will be on: "Knowledge to inform institutional changes needed for a well-functioning local, national, and global food system that connects small farmers to agricultural value chains through information and communications technologies and facilitates policy and institutional reforms."

This mega program "aims to unleash an ― institutional and information revolution - with and for farmers and the rural poor that improves and secures their livelihoods, and also promotes innovation along value chains." It speculates that the "next big breakthrough in institutional innovation to be unleashed in support of poverty reduction, food and nutrition security, and environmental sustainability" might include: "linking of information and communications technologies (ICTs) to value chains and services for the poor in rural areas, through, for example, the cell phone and its increasing range of sophisticated derivatives."

Within Mega Program 1 on 'Crop Germplasm Conservation, Enhancement, and Use', a program is envisaged to "integrate bioinformatics and crop information systems."

These proposals seem to recognize the importance of knowledge and information as well as ICT applications and tools within both CGIAR research processes and the agricultural nnovation systems where organizations doing research and development interact. Hopefully, it will boost scattered efforts to increase research uptake, interaction and collaboration using ICTs and other innovative approaches to knowledge sharng and communication. It would usefully also emhpasize the potential for co-creation of knowledge and information among the partners.

The cross-cutting 'capacity-building platform' will "strengthen the capacity of the CGIAR and its partners through improved research networks, information technology, knowledge management systems, and training. The expected result is a dynamic knowledge creating and -sharing system comprising CGIAR centers, strong independent national agricultural research systems, and other research partners sharing knowledge."

The capacity strengthening role of the CGIAR is recommeded to "have two purposes: strengthening capacity for all Mega Program partners by fostering research collaboration and networking, and strengthening capacity for weak national agricultural research systems."

"An important element of both activities will be the development and use of advances in information and communication technologies (ICTs) and knowledge management and innovation systems, including access of Mega Program partners to applications and resources such as databases."

These proposals seem to include work by CGIAR centers to make their data, information and knowledge accessible (see recent work on AAA and CIARD), so often limited-access knowledge is freed to be exchanged and re-used. Hopefully, they will not forget the importance of open licenses such as creative commons, and open access in general. The 'public goods' need to be made public!

Under a heading 'Communications Strategies,' the document also argues that "research programs have no impact without communications: innovations, research results, policy assessments, and policy recommendations are useless if they are not communicated to those who can use them."

They suggest an 'umbrella communication strategy' that will "make clear what the CGIAR’s vision means in concrete terms and what the new CGIAR will do to achieve its visionary goals."

Each Mega Program will therefore have a "defined communications strategy that outlines the key messages to be conveyed, the key target groups, and the media and channels for communicating with the key target groups." To maximise synergies, "the mega program communications strategies will be coordinated with the umbrella communications strategy for the vision."

Building communications - as well as information access and knowledge sharing - into each Mega Program seems very sensible. Let's hope the designers adopt the DFID Research approach that calls for 30% of a project's funding to be be allocated to communication and uptake.

Softwares para el agro crecen con fuerza en Brasil

Los brasileños ya cuentan con 180 empresas que ofrecen más de 400 programas de computación para gestionar las explotaciones agropecuarias.

El gobierno brasileño y sus empresas agroindustriales están invirtiendo muchos reales para estimular el uso de programas informáticos en sus empresas agropecuarias. Lo ven como un proceso necesario para garantizar la trazabilidad y confiabilidad de sus cadenas productivas, una exigencia cada vez más seria de sus clientes y una forma de sortear con responsabilidad “las barreras sanitarias”.

Pero también lo están analizando como un mercado prometedor para sus exportaciones de agro-software. “Especialmente en los países en desarrollo de América Latina y África, que pueden aprovechar las soluciones informáticas que venimos elaborando”, destacó una funcionaria de Softex.

Agriculture needs better innovation, not technology

A recent article in Scidev.net argues that insufficient attention may have been given to the fact that the capacity for innovation in agriculture is influenced not only by farmers' skills and resources, but also by the wider network of links and relationships in which farmers are embedded, which help ideas to diffuse and find new uses.

These hypotheses are currently being tested by a research project in India and Nigeria on the long-standing problem of fodder scarcity, using what is widely referred to as an 'innovation systems' perspective.

Rather than focus directly on new fodder technologies — such as new varieties, fodder banks or alternative cropping patterns — the five pilot projects that make up the Fodder Innovation Project (FIP) concentrate on strengthening networks and changing working practices.

Ventas de productos agrícolas utilizando SMS

Los mensajes de texto o SMS (de las siglas en ingles Short Message Service) tienen muchos y variados usos además de servir como alternativa económica a las llamadas de voz. Uno de ellos es el intercambio de información entre pequeños agricultores y las organizaciones que los agrupan, buscando mejorar la comercialización de sus productos agrícolas. Este intercambio de información se realiza actualmente en Asia y Africa con buenos resultados y poco a poco va replicándose en América Latina. Aunque en Argentina nunca se ha realizado ya Jorge Luis le augura éxito. "El país reúne las condiciones necesarias para que el procedimiento sea rápidamente adoptado: existen 102,2 teléfonos celulares por cada 100 habitantes y el 91% de usuarios móviles de bajos recursos ha usado servicios de SMS", sostiene.

En España: formación de mujeres rurales en tecnologías de información

La Federación de Asociaciones de Mujeres Rurales (Fademur) está desarrollando SI-RURAL, un programa para orientar y asesorar a 7.000 mujeres rurales, en poblaciones de menos de 2.500 habitantes en 11 Comunidades Autónomas, sobre nuevas tecnologías de la información, según ha informado en un comunicado.

Ha explicado que realiza este programa, denominado "SI-RURAL.Servicios de información, orientación y asesoramiento dirigidos a mujeres rurales: Promotoras para la sociedad de la información en el medio rural", en el marco del Plan Avanza del Ministerio de Industria Turismo y Comercio, enfocado a fomentar la utilización de las nuevas tecnologías de la información.

Using "electronic markers" to control Amazon deforestation

The Brazilian government will use electronic markers to detect illegal felling of trees in the Amazon forests via satellite as illegal encroachment has threatened the sensitive ecosystem The satellite will help monitor cattle herds and ranchers who illegally cut trees.

Ranchers will be required to place “electronic markers” along the boundaries of their properties that will be monitored via satellite, allowing officials to track the movement of herds in “real time”. If the ranchers were found to have cleared the rainforest, their markers will be removed, preventing them from selling their cattle.

The Brazilian Agricultural Research Corporation (Embrapa) has developed the system in collaboration with other stakeholders.

The West Virginia Farm Bureau Agriculture Education Science Lab will be hitting the road September 14 for its first full year of criss-crossing the state to bring agricultural education to schools.

A self-contained classroom, the mobile lab comes with a certified teacher who helps second through fifth-grade students complete a scientific experiment and provides an age-appropriate lesson for the younger students.

Bolivia: dudas sobre la compra de satélite para mejorar conectividad rural

Un artículo publicado en Bolivia informa que la decisión del Gobierno de adquirir un satélite propio es cuestionada por especialistas en tecnología. Consideran que la inversión no se justifica para una demanda de servicios muy limitada.

Unión Europea: inversión mayor para banda ancha en zonas rurales

La Comisión Europea (CE) espera que los Estados miembros inviertan en la próxima década unos 300.000 millones de euros en desarrollar la red de banda ancha para mejorar la competividad e impulsar la economía del conocimiento.

En concreto, las líneas directrices explican cómo pueden canalizarse los fondos públicos para el despliegue tanto de redes de banda ancha básica como de nueva generación. Se distinguen además tres zonas: negras, grises y blancas.

Las zonas negras son las más competitivas y para las que no se requieren ayudas estatales, como es el caso de las grandes ciudades; las grises son aquéllas en las que existe la infraestructura pero el servicio es mejorable y las blancas en las que ni siquiera hay infraestructura, como las zonas rurales.

Las inversiones en redes de banda ancha forman parte del Plan Europeo de recuperación económica al que la Comisión ha destinado 1.020 millones de euros a través del Fondo Europeo Agrícola de Desarrollo Rural (Feder) para desarrollar internet en las zonas rurales.

Argentina: fotografía aérea de los campos para buscar de evasores

Un artículo publicado en La Nación informa que el titular de la Administración Federal de Ingresos Públicos (AFIP), Ricardo Echegaray, impulsa quiere filmar y fotografiar el campo mientras se siembra y cosecha.

El primer paso del eventual plan de control aéreo, se concentraría en la zona rural. Consistiría en obtener la información georreferencial de los campos, es decir, las coordenadas de cada parcela para así iniciar la pesquisa.

El pliego de licitación se encuentra ya para revisión en la Oficina Nacional de Tecnologías de Información (ONTI). Incluye doce rubros: la captura y el procesamiento de imágenes, la asistencia técnica y el servicio de análisis, entre otros.

En suma, un proyecto que podría abarcar cerca de 24 millones de hectáreas -lo que equivale a la mitad de la pampa húmeda- y la captura de videos específicos por sobre 3360 hectáreas.

Hondureños en zonas rurales podrán tener acceso gratis a Internet

A partir del hoy, cientos de hondureños con una línea fija de Hondutel podrán tener acceso gratis a Internet. El subgerente de la estatal, Luis Irías, señaló que el acceso a Internet será gratis, solamente se pagará la llamada conmutada. “El servicio de Internet, principalmente en las zonas rurales del país, es muy caro. Estamos listos para competir fuerte con otros proveedores”, explicó.

El funcionario asegura que el servicio será muy veloz por la capacidad instalada de la estatal. El consumo de Internet tendrá el valor equivalente a una llamada. Su costo por minuto será de 35 centavos.

Uganda: solar phone to bridge digital divide

A recent article indicates that previous efforts to put up large solar systems in remote areas such as Kalangala (Uganda) aimed at helping customers there charge their phones. But it did not solve the problem. Putting the solar on your phone to save you time and money. The launch of the Kasana phone will not only increase its customers’ savings, but also boost government’s efforts in mobile telephony penetration.

According to Uganda Communication Commission, mobile telephone penetration for Uganda, whose population is estimated at 30 million people, is only 30%. Of the total population, more than 80% of the people live in the rural areas.

Most of these people do not have electricity. This means that people with no access to electrical power have to walk long distances to charge their phones at any available power outlets, usually in trading centres miles away.

According to Mona Lisa Brookshire, UTL’s Chief Marketing Officer, ‘the lack of power [is] a major barrier to bridging the gap of entry to the digital age largely because the technology then required all mobile phones to be charged using grid power.”

Ecuador: inversión millonaria para internet y telefonía rural

la Corporación Nacional de Telecomunicaciones de Ecuador (CNT) invertirá este año cerca de 300 millones de dólares en líneas telefónicas, internet y fibra óptica en diferentes provincias del país. El Gobierno "espera invertir cerca de 900 millones de dólares en los próximos tres años, para que todo el país pueda contar con acceso telefónico fijo e internet". En la primera fase –ya casi en su etapa final, ha entregando 20.000 líneas de teléfono y 1.000 puertos de Internet en más de 250 poblaciones rurales del Austro-Oriente ecuatoriano.

Talks tiered pricing and the digital divide in rural and low-income areas.

An article on ComputerWorld bring talks about a new broadband pricing approach that could help hold down broadband prices toattract more users in rural or low-income areas.

The economists Robert Shapiro and Kevin Hassett released a study through the Georgetown Center for Business and Public Policy that provided new suggestions for how ISPs can charge more to high bandwidth consumers and mitigate the potential of higher prices for the majority of their customers. Network World senior writer Brad Reed talked with Shapiro about what the plan entails and how it could help hold down broadband prices to attract more users in rural or low-income areas.

One of the chief challenges for ISPs has been how to fund network build-outs to increase broadband speed and capacity without passing too much of the cost onto customers. The problem as many ISPs see it is that the demand for greater bandwidth comes from a relatively small number of users that consume bandwidth at a much higher rate than the typical consumer.

Thus, argue the ISPs, the current pricing models that charge flat rates for users regardless of the bandwidth they consume are simply unsustainable. Some ISPs have tried to charge more money to high bandwidth users by placing caps on the amount of bandwidth each consumer can use per month, but these schemes have so far proven unpopular with customers.

España (la Xunta) invertirá 102 millones para extender la banda ancha

La Xunta invertirá hasta el año 2013 una partida global de 102 millones de euros para extender el acceso a la banda ancha y paliar la brecha digital entre el mundo rural y el urbano, con el objetivo de que Galicia abandone "el furgón de cola", tal y como subrayó hoy el presidente gallego, Alberto Núñez Feijóo.

El objetivo de la Xunta es que "la mayor parte de los ciudadanos y las empresas gallegas" tengan acceso a la banda ancha de calidad en el horizonte de 2013, una prestación en la cual la comunidad es hoy en día una de las menos desarrolladas, ya que la brecha digital "se incrementó en los últimos tres años" entre el medio rural y el urbano.

La Xunta asegura que actuará como "elemento tractor y dinamizador" para fomentar la coordinación entre todos los agentes implicados y asegurar que se produzca un despliegue "ordenado y eficiente" porque ve en las nuevas tecnologías "la mejor herramienta frente a la despoblación del medio rural". Por ello, se comprometió a que el impulso de las TIC y el I+D+i será "uno de los principios rectores" de los presupuestos para 2010.

Panamá se coloca a la vanguardia con proyecto nacional de internet gratis

El Gobierno de Panamá impulsa un proyecto que lo coloca a la vanguardia en Latinoamérica para dotar de Internet gratis a los panameños a través de una señal abierta y con tecnología inalámbrica, a partir de octubre próximo.

“Este es un proyecto que realmente va dirigido al estrato con menos posibilidades económicas del país para darle acceso al mundo del ciberespacio y para reducir la brecha digital que existe, sobre todo entre los centros urbanos y el sector rural del país”, expresó Eduardo Jaén, Secretario de Innovación Gubernamental.

El funcionario destacó que es la primera vez que se incluyen en un proyecto como éste los territorios de las poblaciones originarias, que son las áreas “más apartadas, menos accesibles y con menos conectividad"

An article in Finantial Express says that rural mobile teledensity is expected to go up from around 13% currently to 36% by 2013. This network and connectivity could turn out to be a big opportunity to deliver development. Information asymmetry is one gap waiting to be filled. Farmers have shown willingness to pay for some timely and relevant information. This is being seen as a business opportunity.

The articles A two-year pilot project in Maharashtra has been able to demonstrate that there is a need for such services and the cheapest way to deliver them is the mobile network. A mobile phone-based information service has succeeded in delivering personalised agriculture information to farmers in 10,000 villages.

It concludes that the service can drive up rural mobile teledensity and higher density only will drive the market to provide more services to farmers.

Colombia: ganaderos apuestan a la tecnología para mejorar sus servicios

Con un foro que se iniciará el próximo 23 de septiembre, el gremio y entes gubernamentales se alistarán para que la tecnología no los 'atropelle' y ser competitivos.

La reunión sobre e-ganadería se hace con el ánimo de explorar y conocer el papel que tienen las TIC (Tecnologías de la Información y las Comunicaciones), en la manera que están siendo utilizadas en la ganadería colombiana, y sus opciones a futuro. El el objetivo del foro es analizar la funcionalidad de las TIC en el incremento de la rentabilidad del negocio ganadero, y cómo el uso de estas herramientas puede impactar de forma positiva el desarrollo económico del país.

Eduardo Arias, gerente del Comité de Ganaderos del Meta, dijo que la aplicación de las TIC en la ganadería es algo que se tiene que implementar de forma rápida para lograr ser competitivos en los mercados. Explicó que de esta forma se le puede hacer al animal todo un seguimiento desde que nace hasta que va a al consumidor. "De esta forma se le puede presentar al consumidor y a los demandantes de mercados internacionales una información que ellos requieren para poder acceder a esos mercados", dijo Arias.

Y aunque precisó que la ganadería llanera es incipiente frente al tema, explicó que para el desarrollo de estas tecnologías hay unos convenios que se podrían aplicar por intermedio de Fedegán, los comités y las asociaciones de ganaderos.

"Debemos tener una receptividad al programa, empezar a entenderlo para aplicarlo en las fincas. Será un proceso no muy rápido pero ya hay algunos fundamentos de manejo, identificación y monitoreo de hatos que nos ayudarán", sostuvo Arias.

The Obama administration unveiled a consumer Web site today to provide the latest information about food safety and food recalls from across the federal government.

The Web site was launched by the Heath & Human Services and Agriculture department’s Food Safety Working Group and is part the administration’s emphasis on prevention in public health, HHS Secretary Kathleen Sebelius said in announcing the service.

People can go to the Web site and sign up to receive email and RSS alerts on recalled or potentially unsafe food, ask questions of scientific experts across government and listen to podcasts or view videos on food safety.

Digital divide would exacerbate in world regions and within countries.

An article in BroadBand Expert says that whilst there has been much talk about the digital divide in the UK between those with access to broadband Internet and those without, some industry officials believe that high speed internet will bring with it a new form of digital divide.

Concern over the digital divide that has been seen in the UK with regards to those able to access broadband internet and those unable to get adequate access to this service. It has mainly been rural areas where adequate access has been restricted and urban areas where there has been a greater level of access to broadband internet.

However, officials believe that the problem could continue even if the government is successful in bringing broadband access to all. Soome industry experts believe that despite these government efforts a new kind of digital divide is set to erupt in the UK over the coming years, and this will be between those able to access high speed Internet at speeds of 50Mbps or more and those only able to access the most basic broadband speeds. “Ultra broadband will exacerbate the digital divide among different world regions, as well as within countries. Governments in countries that lag behind in the deployment of ultra broadband will come under increasing pressure to use public funds to upgrade broadband infrastructure to avoid falling behind.", says an official in the article.

Profesionales de información de la Red en Chile pueden diseñar e implementar “repositorios digitales abiertos” para el sector agrícola.

El II curso brindó a los miembros de REDAGROCHILE, herramientas avanzadas en el diseño, construcción y gestión de Bibliotecas y recursos digitales mediante el sistema Greenstone, considerando sus aspectos técnicos y prácticos para su implementación. Durante el desarrollo del curso los alumnos realizaron instalaciones de los software necesarios e identificarán el lenguaje de formateo y comandos del sistema.

El curso es organizado por la Fundación para la Innovación Agraria (FIA), la Organización de las Naciones Unidas para la Agricultura y la Alimentación (FAO) y con el apoyo de la Universidad de Chile. Este se efectuó del 8-10 de setiembre en dicha Universidad.

Greestone es una suite de software para construir y distribuir colecciones de bibliotecas digitales que ofrece una forma de organizar información y publicarla en Internet o medios extraíbles (por ejemplo CD-ROM/DVD).

Rethinking investment in agricultural innovation systems

The September 2009 issue of the LINK News Bulletin suggest 10 priority topics where rethinking is needed to put agricultural innovation systems into practice.

The authors argue that "the innovation systems idea is nothing more than a way of highlighting the point that the location of innovative activity is diffused throughout the whole economy, rather than being the preserve of research organisations. ... It says is that organisations appropriate to a particular innovation activity need to be centrally involved." It is highly dependent on effective communication, knowledge sharing and learning aong all involved.

Some of the key 'rethinking messages' proposed include:

"The innovation systems perspective highlights the critical importance of intermediation and facilitation, i.e., a role of acting as a go-between to help connect different players needed for the process of innovation. ... The key RETHINKING message is that this intermediary role needs to expand from mediation between researchers and farmers to a much wider set of intermediary roles at all levels: sector coordinators, linking farmers to markets, industry associations, policy advocacy organisations, etc. "

"The innovation systems perspective recognises research-derived ideas and technology as a critical component of the innovation process. ... There is now a very large body of experience where public and private research, extension and advisory services have been rethought or remodelled in ways that have allowed them to become more effective, embedded elements of innovation capacity. ... The key RETHINKING message here is the need to shift from a focus on high-yielding technologies to an emphasis on high-yielding processes of using research for innovation."

Argentina: Consulta pública por Internet a productores sobre fiebre aftosa

El Senasa realizó una consulta pública por la aftosa que realiza a través de Internet mediante la cual los productores y demás actores de la ganadería pueden registrar sus opiniones sobre la propuesta de reformular una resolución que reglamenta los mecanismos de lucha contra la aftosa. Las fundaciones de lucha contra la fiebre aftosa solicitan al gobierno nacional “no innovar” el sistema y “esperar a que finalice este proceso de consulta”.

Major data contribution on Environment to WorldWideScience,org

Launching today, the UK will make its first major independent contribution of research data to the project with the upload of the Environment Research Funders’ Forum (ERFF) Research Database. The database holds information on some 20,000 publicly funded environmental research projects and programmes that have been funded by ERFF’s member organisations since 2005.

Www.worldwidescience.org offers researchers the ability to search over 50 national databases simultaneously, providing anyone interested in science with free access to quality, authoritative information on cutting edge scientific research.

African and global forums for agricultural extension

For several years now, Africa has had its own Forum for Agricultural Research in Africa - FARA.

Documents on the Neuchâtel Initiativee web site report on discussions to set up the the African Forum for Agricultural Advisory Services (AFAAS).

Ecuador: menos del 1% de hogares rurales tienen Internet

Un artículo de El Comercio informa que el 93% de hogares en Ecuador no tiene acceso a Internet. Así lo estableció la última encuesta realizada por el Instituto Nacional de Estadística y Censos, a diciembre 2008.

Dicho artículo agrega que de acuerdo con el Plan Nacional de Desarrollo de las Telecomunicaciones 2007-2012, una de las barreras para la masificación del acceso a Internet son los costos de los proveedores, a los cuales no acceden principalmente los estratos más pobres.

La gráfica publicada por El Comercio también brinda las cifras de acceso urbano y rural.

China: Trabajadores migrantes desempleados crean empresas "con un clic"

Un artículo en China.org reporta del fenómeno de trabajadores chinos migrantes que retornan al campo para convertirse en agricultores y luego en empresarios con tiendas virtuales a raíz de la crisis económica.

El mismo incluye la opinión del director del Instituto de Investigaciones sobre la Economía Rural de la Academia de Ciencias Sociales de Jiangxi, Yin Xiaojian, quien dice que "La experiencia urbana de trabajo ha ampliado sus horizontes. Y el desarrollo de la infraestructura rural de comunicaciones también ha sido una de las razones (para su éxito)."

También agrega que en octubre de 2007, el 92 por ciento de las aldeas y ciudades del país ya tenían acceso a conexiones de banda ancha. Ya para finales de junio pasado, China contaba con alrededor de 96 millones de internautas en sus zonas rurales, en comparación con los 11 millones que había a finales de 2008. Ellos representan el 28,3 por ciento del total de usuarios del Internet en China, según estadísticas del Centro de Información de Red de Internet de China (CIRICh).

El artículo concluye que en las zonas rurales, abrir una tienda virtual puede ser una buena opción para muchos empresarios rurales, pero no es un asunto fácil dado que los servicios de postventa para los equipos de comunicaciones están muy lejos de lo deseable. Asimismo, advierte que el atrasado estado de la logística también obstaculiza el desarrollo del mercado. Un empresario rural, señala que "No hay empresas de entrega que operen en los alrededores de nuestro pueblo. Así que todos los artículos, grandes o pequeños, deben ser enviados primero a la zona urbana para ser redistribuidos desde allí".

Finalmente, recuerda que el acceso a la banda ancha es aún muy caro para muchos agricultores chinos. Destaca además los comentarios de un diputado del Parlamento chino quien pidió un apoyo mas decidido al desarrollo del comercio electrónico en las áreas rurales. Este opina que "Los negocios en Internet pueden ayudar a vender los productos agrícolas y además crear empleos".

Open access to Australian research outputs through relaunched AANRO

The redeveloped AANRO database is launched in Canberra Australia on 9 September.

Designed as a national single entry point to agriculture and natural resource management research information, Australian Agriculture and Natural Resources Online (AANRO) makes the outputs of publicly funded research readily available and sets a new standard in open access for agriculture and natural resource management.

It has been developed as a collaborative effort between the 14 rural research and development corporations, the Primary Industries Standing Committee and Natural Resource Management Standing Committee members. This involves more than 36 partner organisations. There has also been considerable investment by the Climate Change Research Strategy for Primary Industries (CCRSPI) partners.

AANRO includes three major databases which are linked – a research in progress database, a researcher profile database (to enable person to person contact), and a final research report database.

Perú: Banda Ancha Rural para Localidades Aisladas

Un artículo publicado en El Comercio/Perú indica que a seis meses del inicio de la ejecución del proyecto de banda ancha rural para las comunidades aisladas, 658 localidades rurales ubicadas en zonas alejadas de los departamentos de Cusco, Junín y Piura, ya cuentan con servicio telefónico público, domiciliario y con cabinas públicas de Internet.

Chile estudia construir un centro de Investigación y Desarrollo en Geomática

El GEOIDE-Network y el Centro de Información de Recursos Naturales (CIREN), de Chile, se encuentran estudiando la viabilidad de crear en el país un Centro de Investigación y Desarrollo en Geomática, para generar información geográfica o espacial en áreas como salud, urbanismo, gestión de riesgos, cambio climático, agricultura o minería.

Así lo informó el CIREN, que en días recientes realizó un encuentro con el GEOIDE-Network, una red de centros de excelencia de origen canadiense, que reúne a los destacados expertos en geomática del mundo.

Las razones del acercamiento con GEOIDE-Network devienen del hecho que esta red integra a 32 universidades y 98 entidades globales, con representantes de los Estados de Australia, Corea del Sur, Francia, México y la Unión Europea, entre otros. Sobre la base de la información proporcionada por esta entidad, los profesionales del CIREN analizan las aplicaciones de la tecnología geomática en medios terrestres y marinos; gestión de transporte y catástrofes; salud y ciencias sociales; catástrofes naturales y medio ambiente; además de sensores y comercialización.

The guides are licensed through creative commons, so readers are free to use, download and adapt them for teaching, staff development or other purposes permitted by the licence.

Conferencia Mundial examina el papel vital de la información y la predicción del clima

La agricultura representa el principal medio de subsistencia para el 70 por ciento de los pobres del mundo. Muchos de ellos son pequeños agricultores, ganaderos y pescadores, así como habitantes de los bosques, incluyendo grupos indígenas que viven en zonas sensibles al clima y son especialmente vulnerables a sus variaciones.

"El coste económico asociado a los desastres naturales, incluyendo los fenómenos climáticos extremos, se ha multiplicado por 14 en la agricultura desde la década de 1950", advirtió Alexander Mueller, Director General Adjunto para Recursos Naturales de la FAO, al intervenir durante la Tercera Conferencia Mundial sobre el Clima (CMC-3) que tiene lugar esta semana en Ginebra.

El objetivo de la Conferencia es establecer un marco internacional para guiar el desarrollo de los servicios climáticos y enlazar las predicciones y la información sobre el clima de base científica con la gestión de riesgos y la adaptación a las variaciones climáticas.

Numerosos casos de estudio han demostrado los beneficios de estrategias de adaptación localizadas, condicionadas por información climática fiable, para mejorar la producción de alimentos, los ingresos de los campesinos y la seguridad alimentaria, según Mueller.

Premio a la Innovación en Andalucía por fomentar uso de TIC en el medio rural.

Un artículo señala que el proyecto "El Círculo Agrario" ha sido galardonado con el Premio a la Innovación Tecnológica por fomentar el uso de las Tecnologías de la Información y Comunicación (TIC) en los entornos rurales.

Los trabajos del Círculo Agrario se dirigen a las personas que habitan zonas rurales de Andalucía, entre los que se detecta una "importante desigualdad" en el uso de las TIC y en la posibilidad de acceso a las mismas. Para ello, se ha puesto en marcha la creación de una red de Gestores Agrarios, que realizan labores de asesoramiento en 84 localidades de la provincia de Granada y en 41 de Jaén.

The August 2009 'World Information Technology Forum' (WITFOR) was held in Hanoi, Vietnam.

Key messages from the agriculture commission sessions chaired by Kevin Painting and Pham Anh Tuan) were:

1. In this complex, multi-disciplinary but interlinked area there is a great potential of (and demand for) IT applications and solutions to address pressing issues of information and communications management in support of agricultural and rural development.
2. These are complex situations which require detailed analysis and thoughfully tailored approaches, not off the shelf and “technology first” approaches.
3. For successful outcomes, it is necessary to take a bottom up approach by taking into account the local realities such as poor infrastructure, education, limited literacy, languages and technical competence.
4. There are many challenges in communicating the benefits of research, both to farmers (e.g. via extension services) and to policy makers (e.g. via sensitisation processes).
5. While the private sector has an indispensable role in developing services, there is a strong role of governments to support and promote ICT services.

Creating a web-based virtual community in forestry

With examples from the forest sector, Eva Haviarova and Richard P. Vlosky "break down the general steps required to ideate, create, and launch a successful on-line generic Internet-based community."

Their conclusions: "Building a Web community requires a lot of planning. The recipe for building a Web community given here is very generic in nature. Although examples were for building a Web community for the forest industry, the process can be used for any industry with only relatively minor changes.

In building a Web community, one has to be always aware of why it is being built and how it will be successful. Once a Web community is successful, the next step might be to introduce a notion of carrying out e-commerce through the Web community. Another area would be inventory management to enhance and make efficient the entire supply chain of the industry. These steps would depend upon the level of success and commitment by the industry members."

En él, cuatro periodistas se dedicarán a contar sus experiencias durante su viaje de un año de duración a 25 comarcas rurales de Andalucía. Buscarán los rincones más escondidos, las imágenes más características que mostrar y las historias más peculiares de los habitantes de estas zonas.

Highlands communities in Peru coming online

IPS reports that rural communities in southern Peru are beginning to take advantage of the internet to acquire new knowledge and increase their income. But the use of computers in rural areas faces numerous challenges, from illiteracy to fear of the unknown or questions about the sustainability of these new communications initiatives once they are left in local hands.

This initiative, which received funding from IFAD until the end of 2008, was considered by the U.N. agency to be one of the most successful experiences undertaken around the world, since it made it possible for more than 80,000 families to develop value-added agricultural production activities through the use of the internet.

"In rural areas there are many challenges, because you have to deal with illiteracy, with guaranteeing the sustainability of the project through a commitment from the local authorities, and with a lack of capacity for maintaining the service," explained Luis Andrade of the Sierra Sur project.

En Perú otorgarán becas a jóvenes de zonas rurales en capacitación tecnológica

Jóvenes de las zonas rurales del país podrán acceder a una beca para participar en el III Programa de Capacitación “Emprendedores Tecnológicos para Zonas Rurales”, informó el Instituto Nacional de Investigación y Capacitación de Telecomunicaciones y la Universidad Nacional de Tecnología (Inictel-UNI).

Inictel-UNI desarrolla el programa de capacitación como parte del proyecto Telecentros Rurales, centros públicos de información y comunicación, que se ejecutan con el fin de promover el desarrollo en 36 distritos rurales de varias provincias.
